As the Administrator for Housing and Community Facilities Programs (HCFP) here in Rural Development, I am excited that every day I get to help change people’s lives for the better by using housing and critical infrastructure as a conduit to family, neighborhood and community. By helping rural America with loans and grants for single family homes, apartments for low-income persons or the elderly, housing for farm laborers, childcare centers, fire and police stations, hospitals, libraries, nursing homes, schools, and much more, we are generating wealth and creating ladders of opportunity for communities to succeed.

Partnering with non-profits, Indian tribes, state and federal government agencies, and local communities, HCFP provides technical assistance and loan and grant funds – expanding assistance to more rural communities and individuals. We have done much to invest and leverage public-private partnerships to give communities the tools they need to succeed.

Here is a summary of what we offer to help build a better rural America:

 

  • Community Facilities (CF) programs provide direct loans, loan guarantees, and grants to assist in the development of essential community facilities in rural areas and towns of up to 20,000 in population. We work to ensure hospitals, fire protection, public safety, homeless shelters, libraries, schools, day care centers and other community-based services are readily available to all rural Americans. These community facilities are essential to improving the quality of life and increasing the competitiveness of rural communities in attracting and retaining businesses. CF assistance is available to public entities, nonprofit groups and federally recognized tribes.
  • Multi-Family Housing (MFH) programs address rural America’s need for affordable housing. The Rural Rental Housing Program (Section 515) and the Guaranteed Rural Rental Housing Program (Section 538) provide affordable new and revitalized rental housing. Farm Labor Housing loans and grants and Housing Preservation Grants assist lower income families, farm workers, elderly, and persons with disabilities to obtain decent housing. More than 440,000 MFH rental units in 15,000 complexes provide safe and decent housing for more than 750,000 individuals who otherwise could not afford it. MFH also provides rental assistance on behalf of 280,000 low and very-low income families that enables those families to live in apartments financed through Rural Development.
  • Single Family Housing (SFH) programs make homeownership possible to low- and moderate-income rural Americans through several loan, grant, and loan guarantee programs. These Rural Development programs now provide more than $20 billion annually to individuals for home purchase and repair. The Self-Help program enables families to own a home by helping to build it themselves. About 3.7 million rural Americans – all of whom would not have become homeowners without this assistance – have benefited from the SFH programs since 1950.
