Rural Development Energy Programs

The Rural Business and Cooperative Section of Rural Development has a wide array of programs that provide financing possibilities from commercial-scale to small production energy production and operational energy efficiency improvements.

Our programs have funds available to install renewable energy systems, carry out energy efficiency improvements and complete energy audits and feasibility studies. Some of the possibilities include wind turbine construction, flexible fuel pumps, new biorefinery facilities, converting older heating sources to cleaner technologies and much more.

The following programs, authorized through the Food, Conservation and Energy Act of 2008, fall in four categories:

  • The Biorefinery Assistance Program provides loan guarantees for the development, construction, and retrofitting of commercial-scale bio-refineries.
  • The Repowering Assistance Program provides payments to eligible biorefineries to replace fossil fuels used to produce heat or power to operate the biofineries with renewable biomass.
  • The Advanced Biofuel Payment Program provides payments to producers to support and expand production of advanced biofuels refined from sources other than corn kernel starch.
  • The Rural Energy for America Program provides assistance to agriculture producers and rural small businesses to complete a variety of projects including renewable energy systems, energy efficiency improvements, energy audits and feasibility studies.
