Eligibility Requirements

A rural small business must meet the following criteria:

a. Be rural. This can be found using the following eligibility locator.
b. Be small. A business is considered a small business in accordance with the U.S. Small Business Administration’s Small Business Size Standards.
c. Be a business. A private entity would include a sole proprietorship, partnership, corporation or a cooperative (includes a cooperative qualified under section 501(c) 12 of the IRS code (duplicative) . An electric utility, including a Tribal or government electric utility that provides service to rural consumers on a cost-of-service basis with support from public funds or subsidy from the Government authority establishing the district, provided such utilities meet SBA’s definition of small business.

An agricultural producer must meet the following criteria:

a. An individual or entity directly engaged in the production of agricultural products;
b. Obtain at least 50% or greater of gross income from agricultural business.
