RURAL ENERGY FOR AMERICA PROGRAM (REAP)
SECTION 9007 |

REAP offers grants, guaranteed loans and combination grant/guaranteed loans to help
agricultural producers and rural small businesses plan, purchase and install renewable energy
systems and make energy efficiency improvements in rural areas. Grants and loans are awarded
via a national competition. |
| Deadlines |
In order to be considered for FY 2013 funds, complete
applications must be received by USDA Rural Development not
later than 4:30 PM CST as of the following dates:
May 31, 2013
Renewable Energy Systems and Energy Efficient
Improvement Guaranteed Loans:
Accepted on a continuous basis until July 15, 2013
Feasibility Study Grants:
May 31, 2013
Applications received after the date and time listed above will not be considered for FY 2013 funds, regardless of the postmark on the application.
An applicant may submit one (1) Renewable Energy System Grant and one (1) Energy Efficient Improvement Grant application per fiscal year.
Resubmission of FY 2012 Applications: If an applicant submitted an application for funding in FY 2012 and that application was determined eligible but not funded, the applicant may submit a written request to USDA Rural Development to consider the FY 2012 application for FY 2013 funds. If the applicant makes any revisions to the application or project, then a new application must be submitted to USDA Rural Development according to the FY 2013 application deadlines as listed above. If the applicant does not plan to make any revision to the application or project, then a new application is not required. All written requests for resubmission must be received by USDA Rural Development according to the deadlines listed above.
Energy Audit and Renewable Energy Development Assistance Grants will not be available in FY 2013 due to the statutory timeframe to award and obligate funds by April 1, 2013.

Eligibility |
For REAP Grants, loan guarantees, and feasibility studies for Energy Efficiency and Renewable Energy projects:

Project must be located in a rural area, which is defined as any area other than a city or
metropolitan statistical area that has a population of greater than 50,000 inhabitants. To determine if
a project is located in an eligible rural area use this
map.

Applicant is an agriculture producer (including nurseries and dairies), which is defined as an
individual or business entity that receives at least 50% of gross income from agriculture or a
small
business, which is determined in accordance with the Small Business Administration's (SBA) size standards
(by NAICS codes). SBA small business size standards can be found at
www.sba.gov/size/index.html

Nonprofits and public projects are
not eligible. Applicants are also
not eligible if there
is an outstanding judgment obtained by the U.S. in a Federal Court, are delinquent in paying Federal income taxes,
are delinquent on a Federal debt or have been debarred from receiving Federal assistance.

NOTE:In the Energy Audit and Renewable Energy Development Assistance Grant Program, the grant
applicant is either a government entity, institution of higher education, rural electric cooperative
or public power entity. See the NOFA for details regarding applicant eligibility for this specific section of REAP.
