Types of assistance for Community and Business Loan and Grant Programs are described below.

Business And Industry
Guaranteed Loans
The purpose of the B&I Guaranteed Loan Program is to improve, develop, or finance business, industry, and employment and improve the economic and environmental climate in rural communities. This purpose is achieved by bolstering the existing private credit structure through the guarantee of quality loans which will provide lasting community benefits.

Fire and
Rescue Loans
Loans made by USDA Rural Development to not-for-profit entities, public bodies, or Indian tribes to finance fire and rescue services. Limited to communities of 20,000 population or less.

Intermediary
Relending
Program

The purpose of the IRP program is to alleviate poverty and increase economic activity and employment in rural communities. Under the IRP program, loans are provided to local organizations (intermediaries) for the establishment of revolving loan funds. These revolving loan funds are used to assist with financing business and economic development activity to create or retain jobs in disadvantaged and remote communities. Intermediaries are encouraged to work in concert with State and regional strategies, and in partnership with other public and private organizations that can provide complimentary resources.

Rural Microentrepreneur Assistance Program


The purpose of the RMAP program is to provide direct loans, technical assistance grants, and technical assistance-only grants to Microenterprise Development Organizations (MDOs) to support the development and ongoing success of rural microenterpreneurs and microenterprises in rural areas.


Rural Business
Enterprise Grants
The RBEG program provides grants for rural projects that finance and facilitate development of small and emerging rural businesses help fund business incubators, and help fund employment related adult education programs. To assist with business development, RBEGs may fund a broad array of activities.

Opportunity
Grants
Grants made by USDA Rural Development to public bodies and not-for-profit entities including Federally recognized Indian tribes in rural areas, and cooperatives with members that are primarily rural residents and that conduct activities for the mutual benefit of the members.

Solid Waste
Management
Grants
Solid Waste Management Grants made by USDA Rural Development to public bodies, not-for-profit entities or Indian tribes to reduce/eliminate pollution of water resources or improve planning and management of solid waste sites. Limited to communities of 10,000 population or less.

Technical Assistance
and Training Grants
Grants are made to private nonprofit organizations that have been granted tax exempt status by the IRS. Grant funds may be used to provide assistance to existing water and water disposal facilities, assist applicants in preparing applications for water and waste water grants, and identify and evaluate solutions to water and waste disposal problems. All must be located in rural areas.

Disposal Loans
and Grants
Loans/grants made by USDA Rural Development to public bodies, not-for-profit entities or Indian tribes to finance needed public water and waste facilities. Limited to communities of 10,000 population or less.

Rural Economic
Development
Loan & Grant Program
The REDLG program provides funding to rural projects through local utility organizations. Under the REDLoan program, USDA provides zero interest loans to local utilities which they, in turn, pass through to local businesses (ultimate recipients) for projects that will create and retain employment in rural areas. The ultimate recipients repay the lending utility directly. The utility is responsible for repayment to the Agency. Under the REDGrant program, USDA provides grant funds to local utility organizations which use the funding to establish revolving loan funds. Loans are made from the revolving loan fund for projects that will create or retain rural jobs. When the revolving loan fund is terminated, the grant is repaid to the Agency.

Rural Energy For America Program (REAP)

REAP offers grants, guaranteed loans and combination grant/guaranteed loans to help agricultural producers and rural small businesses plan, purchase and install renewable energy systems and make energy efficiency improvements in rural areas. Grants and loans are awarded via a national competition.

Grant
Grant to help producers increase their revenues through value-added activities that expand the customer base for their products or commodities.
