Water and Waste Disposal Programs

Due to the increased chance that these projects will affect the environment, these programs require more intense environmental review.

Bulletin 1794-602A:  This Guide will help complete the NEPA process for National Rural Utilities programs.

State Supplement to Bulletin 1794-602A:  This Nebraska supplement helps the consultant complete the NEPA process by giving names and addresses of State and Federal agencies to consult and assistance with what the final report should look like.

Sample Environmental Consultation Letters:  This Microsoft Word document includes samples of consultation letters that the review agencies need.  There is also a data document that can be used to mail merge letters if so desired.

 

Tribal Consultation:  For projects that include excavations that have potential to disturb Native American archeological resources tribes need to be contacted.  Nebraska has specific policy to deal with this.  However, this link will define what Tribe to contact depending on the location of the project.

 

Flood Plains:  USDA Rural Development has specific policies regarding building in a flood plain.  A map of the flood plain for your location can be found on the FEMA site.

 

Endangered Species:  Information on endangered species in Nebraska can be found at the U.S. Fish and Wildlife site.

Natural Resource Management Guide:  The USDA Rural Development Nebraska State Office, "Natural Resource Management Guide" is a comprehensive environmental assessing tool.  This document outlines state specific policy and contact people for the environmental reviews.

Sample State Historic Preservation (SHPO) Consultation Letter:  This is a WORD document that can be edited and sent to SHPO for their input into the cultural resource aspects of the project.  SHPO is required to be contacted on all Class I and Class II projects and all non-single dwelling categorical exclusions.
