Advanced Biofuel Producer Payment Program

This new program was created by the 2008 Farm Bill.  It makes incentive payments to all enrolled producers of "advanced biofuels".  ("Advanced biofuels" include commercial-quality biodiesel, biogas (including anaerobic digesters that burn the biogas and generate electricity), and any ethanol made from non-corn-kernel starch feedstock, including cellulosic ethanol.)  Payments are intended to encourage the expanding production of these biofuels.  In FY2009, approximately $30 million will be distributed, and all eligible enrollees will share in the fund.  Payments will be allocated among producers according to a formula that pays based on how many BTU’s of biofuel the producer manufactured from October 1, 2008 to September 30, 2009, with a premium given to producers who exceed their prior year’s production levels.  The size of the incentive payment will depend on the number of producers participating in the program and the BTU's of biofuel produced. 

Advanced Biofuel Producer applications are now being accepted.  The deadline for applications is August 11, 2009.
