Revolving Loan Fund (RLF) Lender Resources
This web page contains resources for USDA Rural Development-funded
RLF intermediaries in Oregon - for both the Intermediary Relending
Program (IRP) and the Rural Business Enterprise Grant (RBEG)
program.
Tools for Ultimate Recipient (UR) Lending
DUNS #
Does your Ultimate Recipient have a DUNS number? All RD-RLF Ultimate
Recipients except individuals must have a Dun & Bradstreet (D&B)
Data Universal Numbering Systems number ("DUNS number") when
applying. If they already have a DUNS number, they don't need to get
a new one. To obtain this number, the business must call D&B
Federal Registration Department toll-free at 1-866-705-5711 and ask
for a DUNS number. It free and takes only 5 minutes. A D&B agent
will ask for some basic information and then assign a DUNS number
over the phone. Do not be mislead by D&B's web site or order the
number online, or you may be charged!
How to submit Ultimate Recipient loans to Oregon-RD:
The "wrapper" system explained
Initial, Non-Revolved ("Agency") Funds
Please submit the following to obtain RD's prior concurrence on
your Ultimate Recipient (UR) loan proposals:

RAPUR-IRP
(Request for Approval of Proposed Ultimate
Recipient) - for use by IRP lenders; to obtain RD concurrence on
UR loans made with Agency funds; it "wraps" your credit
memorandum. (RBEG-RLF lenders, please use the RAPUR-RBEG below).

monitoring needs. No prior RD concurrence is
required for the Ultimate Recipient (UR) loans..
(For RBEG-RLF lenders, there are no reporting
requirements for UR loans made with revolved funds.)
