NEIGHBORHOOD HOUSING SERVICES OF THE BLACK HILLS IN SOUTH DAKOTA

Outline Of Need: Neighborhood Housing Services provides services to rural homeowners so that rehabilitation to their homes can be completed.

How Rural Development Helped: Housing Preservation Grant funds were provided in the amount of $50,000.00

The Results: Rehabilitation to the very-low income families’ homes of Western South Dakota has been provided by Neighborhood Housing Services, for the past several years. For the fiscal year of 2008, services were provided to approximately 14 families in Western South Dakota. Assistance provided included electrical work, roofing, plumbing, doors, foundation work, windows and work allowing handicap accessibility to the homes.

The past successes of the Housing Preservation Grant (HPG) administered by Neighborhood Housing Services have served the area well. An example is as follows:

Homeowner: Christine Jambor

Christine Jambor first contacted NeighborWorks® Dakota Home Resources during the summer of 2009. She is a disabled homeowner unable to complete the necessary repairs to her home and due to her limited income from SSI; she was unable to afford someone to do it for her. Robert Thorp, the rehab specialist for NeighborWorks® Dakota Home Resources, visited Christine at her home to assess the scope of work needed to correct the life safety and weatherization issues. Upon inspection, Robert determined that the roof required repair and that several windows needed to be replaced. The counseling staff was able to work with Christine to determine what funding opportunities were available to her. Through a partnership with USDA Rural Development, NeighborWorks® Dakota Home Resources is able to provide HPG grants for very low income families to complete needed life safety issues. NeighborWorks® Dakota Home Resources leveraged the funds from Rural Development with South Dakota Housing Development Authority HOME grants to include all expenses for the necessary repairs.
