Many rural communities do not have the resources readily available to research the different funding opportunities available to them for different infrastructure projects. And for those that do know where to find funding, they often run into obstacles when state and federal programs have conflicting requirements.
In order to address these issues, USDA Rural Development entered into a Memorandum of Understanding with the California Department of Public Health, the State Water Resources Control Board and the Department of Housing and Community Development to create the California Finance Coordinating Committee (CFCC). The CFCC helps interested parties identify and combine the resources of various state and federal financing sources for a wide variety of infrastructure projects.
CFCC members conduct statewide training each year to educate interested parties about the CFCC and the financial and technical resources available. Participants attending the funding fairs receive handouts detailing all available financial and technical assistance, as well as the opportunity to discuss projects one-on-one with the different funding agencies.
Since its inception 13 years ago, several other federal agencies including US Environmental Protection Agency and US Department of the Interior, Bureau of Reclamation have joined the committee. In addition, organizations such as Self-Help Enterprises and Rural Communities Assistance Corporation (RCAC) also participate. CFCC members compare their funding lists, needs and resources resulting in shared knowledge, which communities can all benefit from. As a result of this collaborative effort among so many agencies, rural communities now have the opportunity to find a one-stop-shop for their infrastructure projects.
