(JUNE 27, 2012) CELEBRATION HELD AT JONESBURG SENIOR CITIZEN HOUSING, INC.

Jonesburg, MO, Jun 27, 2012 -- It was a day of celebration on Wednesday, June 27, 2012, for the Jonesburg Senior Citizen Housing, Inc. complex, its residents, the Board of Directors and others who were involved in an open house and partner recognition ceremony that took place to commemorate structural improvements, unit upgrades, and energy efficient devices and appliances installed in the 23 residential units.

In 2009, Jonesburg Senior Citizen Housing, Inc. was awarded an Affordable Housing Program (AHP) grant totaling $87,400 from the Federal Home Loan Bank of Des Moines (FHLB Des Moines). In 2010 and 2011, the complex was provided with $17,120 in energy efficient devices and appliances through the Board’s participation in Ameren Missouri’s Act on Energy Program.

Each of the 600+ square foot residential apartments at the complex received upgrades through the two programs. In 2012, the AHP grant provided for foundation/structural piering at four locations, vinyl siding installed on the dwelling units, 20 storm doors, 5 kitchen sinks / faucets, 11 bath vanities / vanity tops, 19 ranges, brickwork repair, 23 Energy Star air conditioners, 28 exterior lighting fixtures, as well as administrative expenses. In 2010 and 2011, Ameren Missouri’s Act on Energy Program provided for 20 new Whirlpool Energy Star refrigerators, CFL light bulbs, sink aerators, and low-flow / handheld shower heads. The tenants incurred no cost through either of the two programs.

BACKGROUND

The Jonesburg Senior Citizen Housing, Inc. Board of Directors began the process in 2009 with plans for addressing the structural issues and needed upgrades to the units and buildings. Because the Board pays for all electric, water, and sewer costs at the complex, they realized the need to incorporate energy efficient measures in order to keep energy costs down as much as possible. In turn, this would help to keep rents low for the tenants. To accomplish all of this, they began by researching available funding programs. With assistance from Boonslick Regional Planning Commission, AHP grant writer, and USDA Rural Development, they applied and were approved for the FHLB Des Moines AHP grant in 2009. Jonesburg State Bank, an FHLB Des Moines member, locally sponsored the grant application, monitored funding and set up the construction account for the project. The Board obtained the bids, disbursed all funds, and wrote each check for finished work. Every effort was made to use local contractors. USDA Rural Development co-signed all checks and performed site inspections for the upgrades.

In 2010, USDA Rural Development held training meetings for Ameren Missouri’s Act on Energy Program and encouraged the Board to apply. Annual energy cost savings on the devices and appliances is calculated at $3,300.

Combining both the FHLB Des Moines AHP grant and participation in Ameren Missouri’s Act on Energy Program made for a win-win situation.

The final piece of the puzzle came when USDA Rural Development was able to reamortize the original loans at a much lower interest rate. Not only did this reduce the Board’s monthly loan payment, but it also reduced the monthly rent for a majority of the tenants.

John Mazanec, tenant and former Board member, spoke to those gathered of the improvements made at the complex and thanked all involved.

“The impact of developing this property has not only provided social benefits to elders and those with disabilities, but also substantial economic benefits,” said Phil Everitt, vice president of member services, FHLB Des Moines. “Partnerships similar to the one we have with Jonesburg State Bank have resulted in over $10 million in Affordable Housing Program grants to USDA Rural Development projects across the state of Missouri.” Each year, FHLB Des Moines returns 10 percent of its net income to communities throughout its district through the Affordable Housing Program. These grants assist in the development of affordable owner-occupied and rental housing for very low- to moderate-income households. Since 1990, over $219 million has been committed to provide homes for over 44,000 families.

Anita J. (Janie) Dunning, State Director of Missouri USDA Rural Development, spoke, saying, “USDA Rural Development is excited about the partnerships we have forged with Federal Home Loan Bank of Des Moines and Ameren Missouri.  With their assistance, Jonesburg Senior Citizen Housing, Inc. has been able to provide needed upgrades for their tenants while keeping the housing affordable.”

Allison Skare, Field Representative for US Senator Claire McCaskill, expressed Senator McCaskill’s congratulations to those gathered. Sarah Barfield Graff, District Director for US Senator Roy Blunt, expressed Senator Blunt’s best wishes for the project’s completion. Both recognized the importance of partnerships in securing funding for these types of projects.

US Representative Blaine Luetkemeyer sent his regards and indicated that he “is very impressed and pleased by the depth of co-operation and teamwork that went into these critical upgrades that will help improve the quality of life for seniors in the region.  The Jonesburg project is proof positive that a lot of good can be accomplished when people work together for the betterment of our communities.” Mary Tinsley, Staff Assistant to US Representative Luetkemeyer, attended the event on Representative Luetkemeyer’s behalf, and expressed appreciation for all the work that had been done.

Board Vice President Jerry Schwartz stated, “The remodeling was made possible by a grant received from FHLB Des Moines. The senior housing project was able to do a number of things to improve the safety and living conditions of the tenants. Some of the improvements were the stabilization of the foundations on a number of the units, as well as new siding, improved and more efficient outdoor lighting and the addition of new and more efficient appliances and air conditioners throughout. Some of the units received upgrades in the kitchen and bathroom areas along with new storm doors. These improvements should help the tenants, both current and future, enjoy a better environment for many years to come. The Board of Jonesburg Senior Citizen Housing owes a great thanks to Gary Woods, Board Member, for his tireless efforts to acquire this grant and seeing that the many improvements came to their completion.”

Recognition plaques were presented to Jonesburg Senior Citizen Housing, Inc., Boonslick Regional Planning Commission, and Jonesburg State Bank. To conclude the event, Gary Woods explained the method used in the piering/stabilization work and invited those gathered to view the upgrades. Guests were able to tour a unit showcasing the interior improvements. In conclusion, cake and punch were served and enjoyed by all.

Many thanks to Gary Woods for his efforts in acquiring bids, coordinating the appliance purchases, monitoring construction progress, and finalizing contractor payments.

The Complex

The Jonesburg Senior Citizen Housing, Inc. Board of Directors is made up of President Freddie McClure, Vice-President Jerry Schwartz, Treasurer Michele Alberternst, Secretary Jill Cobb, and Board Member Gary Woods.

Residents must be age 62 or older, handicapped, or disabled to live in the units. Tenants must meet income guidelines to qualify. Monthly rent is between $225 and $242. The monthly rent includes electric, water, sewer, and trash.

Living at the Jonesburg Senior Citizen Housing apartments encourages the tenants to be independent. In addition to the utilities, tenant rents include all maintenance, lawn care, and snow removal. Rents are based on adjusted household income. The Board of Directors is made up of individuals from the community who work hard to maintain the complex and keep rents affordable. Interested individuals are encouraged to submit an application to be placed on the waiting list.
