TRIBAL LENDING-A LONG FORGOTTEN PARTNERSHIP-WINNEBAGO, NEBRASKA

Marcel A. Picotte, Sr. and his family had been renting for four years. They dreamed of an opportunity to own a home of their own. Ho-Chunk Community Development Corporation (HC CDC) and USDA Rural Development worked together to make this dream a reality.

USDA Rural Development was able to work directly with Marcel to determine he was eligible as an applicant. During this process, HC CDC worked closely with the Winnebago Tribe to ensure all property issues were resolved. They also worked closely with HCI Construction to ensure all aspects of the placement of the home were done correctly. HC CDC was also able to work with the Winnebago Tribe, Winnebago Housing and Development Commission (WHDC), and the Rural Housing and Economic Development (RHED) Program to obtain approximately $90,000 in down payment assistance to make the project feasible.

USDA Rural Development also provided about $60,000 through the Rural Housing Direct loan program to help put this family into a newly built home. Without the partnership between USDA Rural Development, HC CDC, the Winnebago Tribe, WHDC, and the RHED program, Marcel and his family would not have been able to make their dream a reality.

Marcel and his family purchased the three bedroom, 1,568 square foot home of their dreams. The partners working together generated benefits beyond that of just homeownership. This process helped generate local business and employment, helped inspire others in the area to make their dreams come true, and helped to re-establish a rarely used partnership.
