How to Apply

Eligibility / Grant Programs

Applications are accepted in response to the published June 2, 2014 Notice of Funding Availability (NOFA). You must submit a grant application package prepared according to the directions contained in the 2014 NOFA and the 2014 Application Guide [insert link to Application Guide] to apply for a grant under this program. The application period for the 2014 NOFA will close August 1, 2014.

Notice of Funding Availability
The 2014 NOFA announcing the opportunity to apply for a competitive grant under the High Energy Cost Grant and Bulk Fuel Grant programs were published in the Federal Register on June 2, 2014 and on Grants.gov. The 2014 NOFA provides detailed information on eligibility, application requirements and application deadlines.

Application Guide
The 2014 Application Guide should be used with the 2014 NOFA to help you put together your application. The guide will provide additional information to help you determine whether your community is eligible under the programs and how to complete your application package. The guide includes examples of eligible projects and suggested sources for obtaining the energy and population data that you will need to determine eligibility and support your application.

Application Package
A complete grant application consists of your grant proposal prepared according to the requirements of the 2014 NOFA with supporting documentation and all required forms and certifications. The paper application package consists of one completed application including signed originals of all forms and certifications and two copies of the application. The electronic application package submitted through Grants.gov must include all required forms, a grant proposal attachment, a completed debarment form attachment, a completed environmental profile attachment, and any supporting documentation completed according to the directions for electronic applications.

The Grant Proposal
The Grant Proposal is a document prepared by the Applicant. The grant proposal must contain the following sections and can be no longer than the page numbers listed as provided in the published 2014 NOFA:

For High Energy Cost Grants:

  • A completed SF-424,  "Application for Federal Assistance"
  • Grant Eligibility (3 pages)
  • Executive Summary (1 page)
  • Project Needs (2 pages)
  • Project Description Design (5 pages)
  • Project Goals and Objectives and Performance Measures (2 pages)
  • Project Management (8 pages total) as follows:
    • Management Plan and Schedule (2 pages)
    • Project Reporting Plan (2 pages)
    • Relevant Organizational Experience (2 pages), and
    • Key Staff Experience (2 pages)
  • Regulatory and Other Approvals (2 pages)
  • Rural Development Initiatives (1 page)
  • Proposed Project Budget (4 pages)
  • Supplementary Materials (5 pages)

For Bulk Fuel Grants:

  • A completed SF-424, "Application for Federal Assistance"
  • Grant Eligibility (3 pages)
  • Executive Summary (1 page)
  • Project Needs (2 pages)
  • Project Description Design (5 pages)
  • Project Goals and Objectives and Performance Measures (2 pages)
  • Project Management (8 pages total) as follows:

    • Key Staff Experience (2 pages)

Required Forms and Certifications
The application package must also contain a complete and signed original of each of the following required forms and certifications plus two copies.

Deadline
The deadline for submission of new paper and electronic applications is August 1, 2014. Late applications will not be considered.

  • Paper applications must be postmarked and mailed, shipped, or sent overnight, no later than the date specified in the published NOFA or hand delivered to RUS by this deadline, to be eligible for consideration.
  • Electronic applications must be submitted through Grants.gov no later than the date specified in the grant announcement to be eligible for consideration. Late or incomplete electronic applications will not be eligible. Applications will not be accepted by electronic mail.

  • Applications may be submitted electronically through Grants.gov. Information on how to submit applications is available on the Grants.gov website. Applicants must successfully complete required registration with Grants.gov to use the electronic applications option.

Evaluation of Applications and Notification of Grant Awards

The Electric Programs will review all timely and complete applications for eligibility under the published NOFA. A rating panel consisting of Rural Development employees will score and rank all eligible, complete, and timely applications according to the evaluation criteria set out in the NOFA. The Administrator will select grant projects based on rank order scores and rating panel recommendations. The Electric Programs will notify applicants in writing whether they have been selected for a grant award. You will be advised of any additional requirements or conditions - such as, for example, environmental reviews - that must be completed before a final award decision can be made. A final award will only be effective on the Administrator's approval of the Grant Agreement negotiated between the Agency and the Grantee and the availability of appropriated funds.
