Eligibility / How to Apply

2014 Notice of Funding Availability (NOFA)
The application period will close on August 1, 2014. The NOFA published in the Federal Register on June 2, 2014 offers funding for two competitive grants. Applications must be received by the August 1, 2014 deadline and contain all the required information. Applications that are not complete will be deemed ineligible for funding. Final selections will be published here and all applicants will be notified in writing if they did/did not receive funding. Grant application materials and information are also available on Grants.gov under Assistance to High Energy Cost Rural Communities, Catalog of Federal Domestic Assistance (CFDA) Number 10.859 and State Bulk Fuel Revolving Fund Grants CFDA Number 10.857.

Eligible Energy Projects under the High Energy Cost Grant Program: Grants under this program may be used for the acquisition, construction, installation, repair, replacement, or improvement of energy generation, transmission, or distribution facilities in communities with extremely high energy costs. On-grid and off-grid renewable energy projects, and energy efficiency, and energy conservation projects are eligible.

Eligible Projects under the Bulk Fuel Grant Program: Grants are made to state government entities to only. Grant funds can only be used to establish and support a revolving loan fund that facilitates cost effective fuel purchases for persons, communities, and businesses in Bulk Fuel Eligible areas. Where a recipient State entity’s existing program is authorized to fund multiple purposes, grant funds may only be used to the extent the recipient funds eligible activities.

High Energy Cost Grants (CFDA 10.859) are available for improving and providing energy generation, transmission and distribution facilities serving communities with average home energy costs exceeding 275% of the national average. Grant funds may be used for on-grid and off-grid renewable energy projects, energy efficiency and energy conservation projects serving eligible communities. We accept applications for competitive grant awards only during the application period announced in a published Notice of Funding Availability.  You can find more eligibility information here in the 2014 Application Guide.

Denali Commission High Energy Cost Grants (CFDA 10.858) are made to the Denali Commission for energy generation, transmission, and distribution facilities serving rural Alaskan communities with average home costs exceeding 275% of the national average. State Bulk Fuel Revolving Fund Grants (CFDA 10.857) are made to state government entities to establish and support revolving funds to provide a more cost-effective means of purchasing fuel for remote communities that are not served by surface transportation year round. State agencies that are interested in this program should consult the Agency Contact below for more information about eligibility and how to apply.
