Record of Decision

Southern Mississippi Electric Power Association (SMEPA) has requested assistance from the USDA Rural Utilities Service (RUS) to finance an ownership interest in the Plant Ratcliffe – Kemper County IGCC Project, located in Kemper County, Mississippi.  RUS has adopted the Final Environmental Impact Statement prepared by the Department of Energy (DOE) in cooperation with the US Army Corps of Engineers to fulfill RUS’s responsibilities under the National Environmental Policy Act of 1969 (NEPA).
