Selecting an Engineer

As part of an application for funding from Rural Development, Utilities Programs, the applicant must select an engineer using the process described in 7 CFR 1780.39(b), which is based on the requirements of the Qualifications Based Selection Process (QBS).

This process involved public announcement (typically this involves a Request for Qualifications or RFQ) of all requirements for engineering services. Negotiation of contracts on the basis of demonstrated competence and qualifications for the type of professional services required at a fair and reasonable price.

State laws and regulations may also apply to the selection of an engineer. For assistance in selection of an engineer contact the American Council of Engineering Companies (www.acec.org) or the Rural Community Assistance Partnership (www.rcap.org).

Choosing the Right Engineer for Your Project

Counseling an applicant on a reasonable approach for selecting a project engineer is an important part of the service Rural Development State and local offices provide. The owner's selection of an engineer is one of the first steps to a successful infrastructure improvement project. Two primary technical assistance providers are also valuable resources for helping applicants select an engineer. The Rural Community Assistance Partnership (RCAP) is composed of regions that support Technical Assistance Providers across the nation. In addition, the state affiliates of the National Rural Water Association (NRWA) also may provide this guidance.
