Rural
Development reviews proposed projects and applications for technical, environmental,
financial, and social feasibility. In order to assist with the review, Rural
Development asks applicants and potential applicants to provide a Preliminary
Engineering Report and an Environmental Report. The reports need to show that a
proposed project is modest in design, size, and cost and constructed and
operated in an environmentally responsible manner.
Preliminary Engineering Reports
Rural
Development has worked with the other agencies funding water and wastewater
disposal systems to develop a common guide for preparing the Preliminary
Engineering Report. When a report is prepared, it is not always known what the
source of funding will be. These common guides were developed so that a
Preliminary Engineering Report prepared in accordance with these guidelines
will provide the information needed by any of the agencies to review the
proposed project. These guides have been adopted by USDA Rural Development, the
Vermont Department of Environmental Conservation, and the Vermont Community Development
Program.

Rural Development
has a guide for preparing a Preliminary Engineering
Report for Solid Waste Disposal Systems for projects funded by Rural
Development. Because there has not been much joint funding on solid waste
disposal projects, no common report format has yet been developed. This report
format should be used only for projects proposed for funding by USDA Rural
Development.
The funding
agencies have prepared a comparison of requirements
for completing environmental reviews. Data collected for an environmental
review by one agency can be used by the other agencies to assist in the
environmental reviews. Each agency then uses the data to complete its
environmental review and develop its own findings.
Rural
Development has prepared a Guide for Preparing the
Environmental Report for Water and Waste Projects in Vermont . Exhibit G of the Guide contains
links to other Internet sites that contain information that can be used for
parts of the report. The sources of information contained in this bulletin are
useful for any environmental review. However, the format should be used for
reports prepared for Rural Development's Water and Waste Programs.
Environmental information provided for Rural Development's Rural Housing
Service and Rural Business - Cooperative Service programs uses a different
report format.
Construction Contract
Documents (UNDER CONSTRUCTION)
Documents for
construction contracts need to be in a form approved by Rural Development.
Currently there are three basic categories of documents approved for use in
Engineers Joint
Contract Document Committee's [hidden link to page of table of contents of
documents] set of documents. These are the special FA set of documents and are
available only from the engineering societies. The table of contents contains
links to each document. These documents may be used on contracts for projects
funded solely by Rural Development.
