Broadband Loan and Grant Program
Recovery Goals

Through the implementation of the ARRA, the Broadband Initiatives Program (BIP) will achieve the following goals:

  • Fund projects that will support economic development and job creation beyond the immediate construction/operations of the broadband facilities
  • Ensure that broadband service is provided to rural areas lacking access, targeting under- and un-served rural areas
  • Consider impact on existing borrowers and prioritize their needs
  • Implement in concert with the Department of Commerce (DOC) National Telecommunications and Information Administration‘s (NTIA) broadband program, and the Federal Communications Commission’s (FCC) national broadband strategy
  • Meet legislative obligation requirements by September 2010
  • Establish appropriate monitoring and servicing of the investments at the outset to ensure the objectives are achieved
  • Ensure fair and equitable program participation through civil rights compliance monitoring of programs.
