- USDA/RURAL DEVELOPMENT, BUSINESS & COMMUNITY PROGRAMS. The
Business & Community Programs Division consists of the Rural
Utilities Service (RUS) and the Rural Business & Cooperative Service
(RBS). RUS programs assist rural America in building infrastructure
by providing loans and grants for water and wastewater disposal
systems, solid waste disposal systems, storm drainage systems and
advanced telecommunications. RBS programs help provide financial as
well as technical assistance to businesses, non-profit
organizations, educational institutions and cooperatives. The
financial assistance is provided in the form of loans, guaranteed
loans and grants. It is the intent of the RBS to enhance the quality
of life for rural Americans by providing leadership in building
