How to Make a FOIA/Privacy Act Request

Under the Freedom of Information Act (FOIA) and USDA regulations (7 Code of Federal Regulations, Part 1, Subpart A), any person can request access to Rural Development records. These programs are within Rural Development: Housing Programs, Business Programs, Utilities Programs and Community Development Programs.

Requests should be made in writing to the Rural Development FOIA/Privacy Act Coordinator in the state where the records reside. If the records are in the National Office or the Finance Office in St. Louis, Missouri, requests should be made to the Rural Development FOIA/Privacy Act Officer in Washington, DC. If you are not sure where the requested records are located, contact the Washington, DC FOIA/Privacy Act Officer for help.

Requests may be sent by mail or fax. Privacy Act requests will not be accepted by e-mail since a signature needs to be part of the request. Please indicate that you are making a request under the FOIA and/or Privacy Act, and include the mailing address where the records should be sent. We also suggest that you provide your phone number so that USDA employees may contact you, if needed, for clarification of your request.
