The national regulation, RD Instruction 1980-D, last updated in 1995, should be used as a reference tool. The Florida handbook gives you the quick view. The 1980-D gives details. For example, the 1980-D provides several pages of information as to what to count for income and provides a thorough list of deductions available to derive the adjusted gross income.
