Other Single Family Housing Programs 


Self-Help Housing Loans

These loans are used to assist groups of six to ten very-low or low-income families in helping each other build homes by providing materials, site, and the skilled labor they cannot furnish. The families must agree to work together until all homes are finished. 

Rural Housing Site Loans (Section 523 and 524)

These loans are used to buy and develop building sites, including the construction of access roads, streets, and utilities. The sites must be developed on a nonprofit basis for low and moderate income families. The sale of the lots developed with Section 523 funds is limited to mutual self-help participants. 

 Sites developed with Section 524 funds must be for housing for low and moderate income families. The sites may be sold to families, nonprofit organizations, public agencies, and cooperatives eligible for assistance under any Section of Title V of the Housing Act of 1949, as amended, or any other law which provides financial assistance for housing for low income families. 

 Public or private nonprofit organizations may apply.


Section 509 Housing Application Packaging Grant (HAPG) Grants are used to reimburse eligible organizations for part or all of the costs of conducting, administering and coordinating an effective housing application packaging program in designated counties. One way of assisting is to package Single Family Housing applications for families wishing to buy, build or repair houses for their own use. 

Payment will be made for each complete application package received. 


Section 523 Self Help Technical Assistance Grants

Self Help Technical Assistance Grants provide financial assistance to qualified nonprofit organizations that will provide technical assistance to very low- and low- income families who are building homes in rural areas by the self help method. Any State, political subdivision, private or public nonprofit corporation is eligible to apply. Section 523 Grants are used to pay salaries, rent, and office expenses of the nonprofit organization.  Pre-development grants up to $10,000 may be available to qualified non-profits.
