5 Year Strategic Plan COMPILATION OF GOALS/INITIATIVES AND OBJECTIVES GOAL 1: CAPITAL, CREDIT, MARKETS
NEED/OPPORTUNITY:
HOUSING
OBJECTIVE 1: Partner with the Georgia Department
of Community Affairs (DCA) in leveraging Section 515 funds with DCA HOME
funds in the development of Multi-Family Housing to maximize limited housing
resources.
OBJECTIVE 2: Partner with DCA in the utilization
of Low Income Housing Tax Credits (LIHTC) with Section 515 funds.
OBJECTIVE 3: To better serve very-low income
families, Rural Development and DCA will collaborate in the utilization
of existing Section 515 units and Section 8 certificates and vouchers.
OBJECTIVE 4: Rural Development will participate
with DCA, Federal Home Loan Bank (FHLB) and private lenders in a leveraging
program to maximize the use of limited Single Family Housing (SFH) funds.
This effort is in conjunction with the President’s Homeownership Initiative.
OBJECTIVE 5: Partner/educate nonprofits and
rural health organizations concerning the availability of Rural Development’s
Section 504 (rehabilitation) loan funds to meet housing needs of elderly
and eligible families.
NEED/OPPORTUNITY:
INFRASTRUCTURE
OBJECTIVE 1: Maximize credit opportunities
for rural communities by further developing partnerships.
OBJECTIVE 2: Promote multi-jurisdictional participation
(regionalism) among public bodies and other applicants seeking new or expanded
water, sewer and solid waste projects.
NEED/OPPORTUNITY:
ECONOMIC DEVELOPMENT/JOBS
OBJECTIVE 1: Act as a catalyst with partners
to build a Multi Capital Credit Pool for micro lending ($5,000 - $25,000 loans) to provide to Tier 1 (target)
counties.
OBJECTIVE 2: Promote tourism development in
rural communities through access of Rural Development program funds and partnering with other organizations.
OBJECTIVE 3: With partners promote/encourage
value added agribusiness development through Rural Development’s business programs to develop
strategies for promoting value added agribusiness development.
OBJECTIVE 4: Partner in providing funding and
other sources to develop needed
NEED/OPPORTUNITY:
HEALTH CARE
OBJECTIVE 1: Partner with public bodies, nonprofits,
lenders and health organizations to fully utilize Rural Development funding
and other sources to develop needed health care facilities.
OBJECTIVE 2: Partner with Rural Development multi-family housing (Section 515) borrowers, single family housing borrowers and applicants, mental health organizations and others in providing housing to persons with developmental disabilities.

improve rural transportation.

OBJECTIVE 1: Partner to maximize environmental
justice in rural communities.
OBJECTIVE 2: Partner to increase the number
of communities participating in community assessments and action/strategic
planning.

EDUCATION
OBJECTIVE 1: Improve education attainment by
reducing high school dropout rate and acting as a catalyst for adult literacy
programs.
OBJECTIVE 2: Partner with rural stakeholders
to develop an education and communication program to inform the public
of resources that are available for rural communities and individuals.
OBJECTIVE 3: Act as a catalyst and partner
with others to increase the number of communities participating in rural
leadership programs.

OBJECTIVE 1:Partner and be an advocate in addressing health issues in rural Georgia.
INITIATIVE 1: INNOVATION, LEARNING, AND CONTINUOUS IMPROVEMENT
NEED/OPPORTUNITY:
HOUSING
OBJECTIVE 1: Partner to provide housing opportunities
for the rural homeless/at risk families.
OBJECTIVE 2: Partner to develop a services
program in Elderly Section 515 complexes allowing the elderly to remain
independent for a longer period of time.
OBJECTIVE 3: Promote multi-jurisdictional participation
(regionalism) among public bodies, nonprofits and other applicants for
providing housing in rural areas.

INFRASTRUCTURE
OBJECTIVE 1: Partner to provide distance learning
and telemedicine opportunities to rural communities.
OBJECTIVE 2: Partner with others to enhance
telecommunications in rural communities.
NEED/OPPORTUNITY:
ECONOMIC DEVELOPMENT/JOBS
OBJECTIVE 1: Partner to establish business
incubators in underserved low income counties.
OBJECTIVE 2: Partner to communicate and assist
with establishing cooperatives in rural communities as well as provide technical assistance and education
services to existing cooperatives.
OBJECTIVE 3: In view of welfare reform, act
as a catalyst and advocate in partnering to improve the job skills of the
very low and low income residents of rural Georgia.
NEED/OPPORTUNITY:
EDUCATION
OBJECTIVE 1: Act as a proponent to educate
the public on the impact of recent welfare reform and increase Rural Development’s
percentage funding to most needy/underserved counties.
OBJECTIVE 2: Partner with educational institutions
to provide learning/skill development opportunities for students interested
in rural development careers.

HEALTH CARE
OBJECTIVE 1: Partner in advocating affordable health services in rural Georgia.
INITIATIVE 2: EMPLOYEE EXCELLENCE NEED/OPPORTUNITY:
EDUCATION
OBJECTIVE 1: Improve overall customer service
and meet the needs of rural Georgia by conducting comprehensive yearly
goal setting/civil rights sessions and strategic plan implementation training with all employees.
OBJECTIVE 2: Recognize and reward outstanding
performance by Rural Development employees who improve overall service
to customers and partners.
OBJECTIVE 3: Provide a continuing education/leadership program in all aspects of rural development for all USDA Rural Development employees.
INITIATIVE 3: CUSTOMER FOCUS
NEED/OPPORTUNITY:
HOUSING
OBJECTIVE 1:Address the critical shortage of quality farm labor
housing (year round and migrant) in rural areas.
OBJECTIVE 2: Fully utilize self help housing
programs which encourages pride of ownership among rural families.
OBJECTIVE 3: Fully utilize Rural Development’s
rural housing guaranteed program in an equitable manner throughout the
State.
OBJECTIVE 4: Educate very low and low income
prospective homeowners about the responsibilities of home ownership.
NEED/OPPORTUNITY:
ECONOMIC DEVELOPMENT/JOBS
OBJECTIVE 1: Act as a catalyst with Enterprise
and Champion Communities and other partners to promote multi-jurisdictional
approach for rural development.
OBJECTIVE 2: Outreach with partners to women
and minorities through Rural Development’s business programs to assist
with improving the business development opportunities and economic status
of these groups.
OBJECTIVE 3: With partners assist in addressing
regional issues (coastal, mountain, piedmont, coastal plain, etc.) which impact the environment and the
economic sustainability of regions within the State.
NEED/OPPORTUNITY:
EDUCATION
OBJECTIVE 1: Maximize understanding and support
for Rural Development resources by improving communications within Rural
Development and with partners/customers which will result in the improvement
of the quality of life of rural Georgians.
OBJECTIVE 2: Utilize telecommunications and
innovative techniques to communicate the availability of all Rural Development and rural partner resources
to rural communities and individuals including the grassroots.
OBJECTIVE 3: Partner with the community based organizations to maximize available resources in order to better serve very -low and low income rural residents.
INITIATIVE 4: TRANSITION
NEED/OPPORTUNITY:
EDUCATION
OBJECTIVE 1: Partner with sister agencies and
maximize the access of USDA resources to all rural Georgians.
OBJECTIVE 2: For more effective and efficient
service to rural Georgians partner to ensure a seamless delivery of rural
state and federal program resources.
OBJECTIVE 3: Act as a catalyst and advocate
for assembling educational resources for improving the knowledge and skills
of rural Georgians.
OBJECTIVE 4: Develop Centers of Learning and Outreach which utilize the resources of universities, colleges, federal and state agencies for the benefit of rural Georgians.
