December 11, 2003 -- Agriculture Secretary Veneman announced the approval of 184 value-added agricultural product market development grants in 40 states, totaling over $28.7 million. The grants will foster the development of new products and markets for agriculturally based products.

Rural Development embraces his message and is committed to strengthening existing relationships with tribal communities to help improve the quality of life for rural tribal residents.

October 22, 2003 -- Agriculture Secretary Veneman signed an agreement between the Department of Agriculture and the National Rural Electric Cooperative Association to identify and advance cost-effective, voluntary opportunities for rural electric cooperatives to partner with farmers and ranchers to reduce greenhouse gas emissions.

Electronic Services at USDA
On October 21, 2003, USDA launched a new registration process for customers applying for electronic access to USDA services. Registered customers now using the USDA Service Center Online Services or USDA Service Center eForms sites will be asked once at their next log-in for additional information that is needed for them to access the new system.

New Process for Organizations That Apply for Grants
Beginning October 1, 2003, any organization that wants to submit a grant or combination grant/loan application to the federal government will first need to have a Data Universal Numbering System (DUNS) number, a unique nine-digit identification number. This DUNS number is provided free of charge by Dun and Bradstreet.

The contract being awarded to ICF Consulting of Fairfax, Virginia, will include a capital needs and physical assessment, analysis of the market and the capital reserve, and a financial analysis of Rural Development's multi-family housing program.
