Distance Learning and Telemedicine
The Distance Learning and Telemedicine (DLT) program is designed to meet the educational and health care needs of rural America. Eligible Applicants include:
- School, College or University
- Training Facility
- Hospital
- Other educational or medical institutions
- USDA Rural Utility Service Electric or Telecommunications Borrowers (eligible for loans only)
- Learning Center
- Library
- Medical Clinic
Eligibility
- Funds can be requested through loans, loan and grant combinations, and grants.
Eligible purposes:
- Loans, grants, combinations:
- Equipment (i.e. computer hardware & software, AV equipment, terminal equipment)
- Instructional Programming
- Technical Assistance
- Loans or Loan/Grant Combinations:
- All of the above +
- Medical or Educational Equipment and Facilities
- Link people located at the same facility
- Site development
- Alteration of buildings
- Purchase land and buildings
- Alteration of buildings
- Building construction
Telecommunications transmission facilities
- Loans:
- All of the above
- 2 years operating expenses
- Distance learning broadcasting
Loans
- Loan applications may be submitted at anytime and are processed on a first-come, first-served basis.
- $50,000 minimum.
- No matching funds required.
- Noncompetitive application process.
Loan/Grant Combination
- Loan/grant combination applications may be submitted at anytime and are processed on a first-come, first-served basis.
- $50,000 minimum.
- No matching funds required.
- Noncompetitive application process.
Grants
- $50,000 minimum.
- $350,000 maximum.
- A 30% match is required.
- Annual competitive application process.
