The Rural Business & Cooperative Service (RBS) administers programs directed toward increasing rural job opportunities, facilitating development of small and emerging private business enterprises, and improving the economic and environmental climate of rural communities. This service is committed to assisting with economic growth and diversification by providing the following programs to rural businesses.

• The Business and Industry (B&I) Loan Guarantee provides a loan guarantee to the bank or other approved lender with the objective of creating jobs and stimulating rural economies by providing financial backing for rural businesses.  Business & Industry Loan Guarantee 
• Business development grants to public agencies and non-profit corporations to finance and facilitate the development of small and emerging private business enterprises. Rural Business Enterprise Grants
• Intermediary Relending Program business and community development revolving loan fund loans to finance business facilities and community development projects in rural areas.
• Helps rural residents form new cooperative businesses and improves the operations of existing cooperatives Cooperative Services Technical Assistance
• Business and community development loans and grants to RUS electric/telephone borrowers Rural Economic Development Loan and Grant Program 
• The Value Added Producer Grant Program assists independent agricultural producers to enter into activities that add value to their crops.
• Rural Business Opportunity Grants  provide grants to public agencies and non-profit corporations to finance technical assistance for business development planning in rural areas. 
• The Farm Security and Rural Investment Act of 2002 (the Farm Bill) established the Renewable Energy Systems and Energy Efficiency Improvements Program, Section 9006, to make loans, loan guarantees, and grants to farmers, ranchers and rural small businesses to purchase renewable energy systems and make energy efficiency improvements.
