Community Facilities

Community programs are designed to develop essential community facilities for public use in rural areas.

Loans, loan guarantees and, in some instances, grants are available to public entities such as villages, counties, townships, fire and hospital districts and to legally incorporated not for profit corporations to construct, expand, improve or equip essential facilities open to the public. Funds can be used for land, architectural and legal fees and other project related costs as well. The maximum loan term is 40 years or the useful life of the facility.
These programs assist rural communities finance construction, expansion or improvement of essential community facilities, such as:

 

Franklin Hospital - Illinois 

Health Care

Clinics, ambulatory care centers, hospitals, rehabilitation centers, assisted living facilities and nursing homes

 

Ashley Fire Protection District - Illinois 

Public Safety

Communications centers, police stations, fire stations, fire trucks, rescue vehicles, 911 systems and jails

 United Methodist Village - Illinois 

 

Public Services

Adult and child care centers, city halls, courthouses, airports, garages, off-street parking facilities, sidewalks, street improvements, college classrooms and dormitories, libraries, museums, schools, community centers, and animal shelters.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Direct Community Facility Loans are used to construct, enlarge, extend, or otherwise improve community facilities providing essential services in rural areas and towns with a population of 20,000 or less. The funds are available to public entities such as municipalities, counties, special-purpose districts, Indian tribes, and corporations not operated for profit for such purposes as health care, fire and rescue, community centers, assisted living projects, day care and other purposes.

Guaranteed Community Facility Loans
are available to finance the same types of facilities as the direct loan program. The loan, however, is made by an eligible lender to borrowers (public bodies and not-for-profit groups) and guaranteed by Rural Development.

Community Facility Grants are available for small projects in low income areas to make essential facilities affordable. These grants will normally be made in conjunction with a community facility loan in areas of greatest need to make the project affordable.

Rural Emergency Responders Initiative is a part of the community facilities program and provides funding for rural emergency responders to specifically strengthen the ability of rural communities to respond to local emergencies. The community facilities program funds are used to support rural emergency responder efforts by financing needed equipment and services. These funds are available to public bodies, non-profit organizations, and recognized Indian tribes.

Rural Community Development Initiative funds assist non-profit community based housing and community development organizations, low income communities and intermediaries to undertake projects to improve housing, community facilities, community and economic development projects in rural areas through technical assistance and advisory services, training and development of technical material.

Non-registered visitors are welcome to browse and download forms. You don't need to go to your local service center; click on the link to find the forms you need and submit them electronically.
