The Section 521 Rental Assistance program provides
project-based assistance to individual residents of USDA Rural
Development-financed multi-family housing properties.
Residents of properties financed by the Section 515 Rural Rental
Housing program and the Section 514/516 Farm Labor Housing program may
qualify for Rental Assistance.
The deep rent subsidies offered through the Rental Assistance program
ensure that elderly, disabled, and low-income residents are able to afford
the monthly rent payment. An
eligible applicant/resident pays no more than 30 percent of his or her
income for housing. Rural
Development makes payments to the rental property owner on behalf of those
residents for the remainder of the approved rent and utility cost.
Minnesota
has approximately 11,800 rental units financed by USDA Rural Development.
Rental Assistance is available for approximately 55 percent of
those units. Rent subsidies
that are going unused at one property may be transferred by the Agency to
another property where residents are experiencing rent overburden.
