Distance Learning And Telemedicine Direct Loan Program:

PURPOSE

The Distance Learning & Telemedicine Direct Loan Program provides funds to develop and distribute advanced telecommunication services throughout Mississippi ’s rural communities.

ELIGIBILITY

Incorporated Entities

Municipal Corporation 

Rural Schools, Libraries, & Health Care Clinics

Non-Profit & For-Profit Educational Institutions

Regional Educational Laboratories, Libraries, Hospitals, Medical Centers , & Medical Clinic

Rural Community Facilities & Other Organizations that Operate Educational & Health Care Facilities

FUND USE

Land acquisition

Purchase of vehicles

Purchase of terminal equipment

Purchase or construction of buildings

Purchase of audio and visual equipment

Site development and alteration of buildings

Purchase of computer hardware and software

Funding educational broadcasting for distance learning purposes

Physician Consultation 

Pay telecommunications or distance learning project operating costs during first two years of operation (limited)

Acquisition of telecommunications transmission facilities provided no facilities exist

Purchase of medical equipment such as radiology machines, X – Ray Scanners, Digital Microscopes

Equipment for Classrooms: cameras, video monitors, computers, & Local Area Networks (LAN)

RATES

Interest rates are calculated by using the Yields on Treasury Securities Index at the Constant Maturity reading

TERMS OF REPAYMENT

10 year maximum maturity on all loans
