Preliminary Architectural Report (PAR)...
USDA Rural Development Instruction
1942-A Guide 6 offers instructions on completing a PAR for USDA RD. If
an Architect does not prepare the report, one should be consulted for
estimating construction and operations and management costs. |

Owner and Architect Agreements... USDA Rural Development Instruction
1942-A Guide 27 includes an
Attachment to
American Institute of Architects (AIA) B141-1997,
which incorporates Rural Development requirements. Contact the
State Architect for additional requirements if Guide 27 is not used.

Design
Standards... USDA Rural Development Instruction
1942-A Section 18 includes design standards and project development regulations. Plans
and specs shall be submitted to the Rural Development Architect and Engineer for review of these standards. |

Seismic
Safety Requirements... This applies to USDA Rural Development's Community
Facilities and Utilities programs. All standing structures must be built according
to the latest edition of NEHRP's "Recommended Provisions for The
Development of Seismic Regulations
for New Building" or the 1997 Uniform Building Code (UBC). The Architect is to certify this on the front sheet of
the drawings or use

Property Docket... USDA Rural Development expects the Architect to assist
the owner's attorney by verifying that the land required for the project has been
communicated to the attorney and possible title insurance company. If the
project
includes more than one deed, a color coded
map will be required. |

Community Facilities Design-Build and
Construction Management
|
|
Procurement methods which combine or rearrange design,
inspection or construction services (such as design/build or construction
management) may be used with Rural Development written approval. National
Office prior concurrence must be obtained if the contract amount exceeds
$100,000. Grant funds cannot be used for either of these procurement methods. |

The Design/Build (DB) method of construction
is one in which architectural and engineering services normally provided by an
independent consultant to the owner are combined with those of the general
contractor under a single source contract. These services are commonly provided
by a DB firm, a joint venture between an architectural firm and a construction
firm, or a company providing pre-engineered buildings and design services. |

Over the years, two types of Construction
Management have evolved: Construction Manager as Constructor (CMc) and
Construction Manager as Advisor (CMa). The CMc acts in the capacity of a General
Contractor and is actually responsible for the construction. The CMa acts in an
advisory capacity to the owner. The actual contract for construction is between
the owner and a prime contractor or multiple prime contractors. Projects using
CMa may be reviewed and approved in the State Office. As with any proposal, if
the State Office prefers, material may be submitted to the National Office for
review. Projects using CMc must be submitted to the National Office for review. |

Due to the complexity and variability of how
different contractors and architects define DB and CM it is recommended that the
owner, DB, CM and Rural Development meet prior to the application to work out
details. |
