Community Facilities Loans -- Loans are to construct, enlarge, extend, or otherwise improve community facilities providing essential services in rural areas and towns with a population of 20,000 or less. The funds are available to public entities such as municipalities, counties, special purpose districts, tribes, and corporations not operated for profit. USDA Rural Development also guarantees community facility loans made by banks or other eligible lenders. Community facilities loans have been used to finance public schools, domestic violence shelters, rural hospitals, and Boys and Girls Clubs.

Community Facilities Grants -- Grants can be used to assist rural areas or to improve essential public or non-profit community facilities. Grants from USDA Rural Development can only fund a portion of the project cost, depending on the community income, and must be matched by the applicant's own funds, a community facility loan, or funds from other sources. Grants may be used for cultural, health care, public safety, telecommunications, or public service buildings or projects. Grants have supported emergency response equipment, a domestic violence shelters, and fire stations.
