Distance Learning and Telemedicine Program The distance learning and telemedicine program (DLT) is designed to assist in meeting the educational and health care needs of rural America. It seeks to encourage, improve, and make affordable the use of telecommunications, computer networks, and related technology for rural communities in order to improve access to educational and/or medical services.
The DLT offers a highly competitive national grant program, with an annual application cycle. Funds are readily available through the combination loan/grant program, where a 90% loan is matched by a 10% grant, and through a loan-only program. A unique feature of the DLT is that loans can be made to for-profit corporations that are installing equipment which meets the DLT purposes.
