Loans of up to 100% of the appraised value may be made to very low and low income households to buy, build or rehabilitate rural houses. Payment assistance, based on the household income, is computed yearly and reduces the monthly payment to an affordable level. These loans are processed by our Field Offices. 502 Guaranteed Loans
The Guaranteed Rural Housing program is designed to provide low to moderate income individuals with sufficient cash flow, but lacking down payment, an opportunity to obtain financing for homes in rural communities. Rural Development is not the lender. Lenders throughout the State of Ohio have been approved by Rural Development to participate in this program. Rural Development will issue guarantees on eligible loans approved by these lenders. All guaranteed loans in Ohio are processed in our State Office. 504 Repair Loans and Grants
Loans are available for very low income rural home owners for repairs to remove health and safety hazards, and to make the home safe and sanitary. Loans are at 1 percent interest with up to 20 years to repay. Grants are only available for repairs that remove health or safety hazards and are made only to very low income elderly homeowners, 62 years of age or older. Self-Help Technical Assistance Grants
These grants are targeted for self-help housing for public or private nonprofit groups. Applicants must show a need for self-help housing, the professional expertise to supervise a project and lack of funding to be eligible for this assistance. For more information please contact our State Office.
Section 515 Rural Rental Housing Loans
Loans are made in rural areas to provide living units for persons with low and moderate incomes for those age 62 and older, disabled or handicapped. Eligible applicants include individuals, trusts, associations, general partnerships, limited partnerships, State or local public agencies, profit and nonprofit corporations. Nonprofit corporations may be organized on a regional or multi-county basis. Loans to nonprofits may be up to 100 percent of the appraised value or development cost, whichever is less. Financing is limited to 95 percent for applicants utilizing the Low Income Housing Tax Credit Program, or 97 percent if these credits are not sought. Loans are primarily used to build, purchase or repair apartment style housing. the housing must be modest in size, design and cost, but adequate to meet the tenants' needs. Rent charges must be within limits that eligible occupants can afford to pay. Section 538 Rural Rental Housing Guaranteed Loan Program
The purpose of the Rural Rental Housing Guaranteed Loan Program is to increase the supply of affordable rural rental housing, through the use of loan guarantees that encourage partnerships between Rural Development, private lenders and public agencies. Rural Development is not the lender. Lenders throughout the State of Ohio will be approved by Rural Development to participate in this program. Rural Development will issue guarantees on eligible loans approved by these lenders. The dates for which applications will be accepted is published in the Federal Register yearly. Farm Labor Housing
Farm Labor Housing provides loans and grants to farm workers, family farm organizations, state and local public agencies and private broad based organizations or nonprofit organizations of farm workers. The basic objective is to provide decent, safe and affordable housing for domestic and migrant farm labor located in areas where the need exists. Housing Preservation Grants
Housing Preservation Grants are provided to nonprofit and governmental organizations to remove health and safety hazards to owner-occupied residences or rental housing for low income individuals. These grants are used along with other funding sources to accomplish the repairs. The dates and location to apply are published in the Federal Register yearly. Technical and Supervisory Assistance
Technical and Supervisory Assistance grants are used to provide funds to eligible non-profit applicants to conduct programs of technical and supervisory assistance for low-income rural residents to obtain and/or maintain occupancy of adequate housing. Rural Housing Site Loans
Assist public or private non-profit organizations interested in providing sites for housing, to acquire and develop land in rural areas. The land will be subdivided into adequate building sites and sold on a non-profit basis to applicants eligible for low and moderate-income homeownership. Funds can be used for purchase and development of adequate sites, including the construction of essential access roads, streets, utility lines and payment of necessary engineering fees, legal fees and closing costs.
