Engineering Services Agreements
One of the following formats must be used to document your understandings with your client, if RD funds will be used for your water or waste project:
EJCDC Owner-Engineer Agreement ("Long Form"), 2002 Funding Agency Edition (must be purchased, follow link). This is the current National USDA Rural Development Standard.
"Old style" RD 1942-19 (PA 6/97) This will be authorized for use only on very few projects after 12/31/05.
Applicable to both sets of documents.

Any changes must be strikethroughs NOT deletions.
Nationally, USDA Rural Development has adopted the Engineers Joint Contract Document Committee "EJCDC" document standard. Firms must make a one time purchase of the 2002 Funding Agency Edition (only) from one of the Committee's sales agents, and after these are purchased they must be modified in accordance with Pennsylvania Rural Development Administrative Notice No. 1186 (1780) dated March 1, 2004, Attachment No. 1.
All "old style" items are Adobe Portable Document Format (PDF) files, except item 14 which is an HTML document and item 18 which is a Powerpoint file. Note: Items 1-4, 9-13, and 15-16 are all included in a single file. (rb-13pa.pdf)
EJCDC:
Be aware the standard "Funding Agency Edition" EJCDC documents dated 2002 must be modified according to Pennsylvania Rural Development Administrative Notice 1186 (1780) dated March 1, 2004; Attachment No. 1: RUS Bulletin 1780-26 (PA Revision, 12-2003). The "Funding Agency Edition" must be purchased from an EJCDC sales agent. Rural Development is not permitted to distribute the documents. For your convenience a purchasing link to each document is provided below.
RUS Bulletins 1780-13 & 1780-14, PA Revision 10-2000 ("Old Style"): These documents will not normally be authorized for use after 12/31/05.
