Harrisburg – April 22, 2008 – USDA Rural Development, who provides loans, loan guarantees and grants for water and wastewater projects, named the Greater Johnstown Water Authority Conemaugh Interconnection Project as its “Project of the Year” at the Pennsylvania Rural Water Association annual conference. Coming in at or under budget and having municipal entities come together and cooperate using a regional approach to solving problems are some of the criterion used for the award. Presenting the award was Gary Rothrock, Community Programs Director, Harrisburg State Office.
The project received a loan from Rural Development in the amount of $2,410,000 to construct over 18,000 linear feet of pipeline, a 500,000 gallon storage tank and a new system pump station in Conemaugh Township, Somerset County. The interconnection provides an extension of the potable water supply already provided between Greater Johnstown Water Authority and the Conemaugh Township Muncipal Water Authority. The Greater Johnstown Water Authority will sell water to the Conemaugh Township Municipal Authority at a bulk rate. The project was designed to provide additional treated water to drought-affected areas and allows for the potential to boost pressure on an existing segment. Residents along the project path now have properly treated and a constant supply of water that was not otherwise available.
Tables were turned on Gary Rothrock, Rural Development Community Programs Director when he became the recipient of the 2008 Cecil C. Furer Friend of Rural Water Award from Pa Rural Water Association. The award is presented to an organization or official who has worked for the betterment of rural water and wastewater systems across our state making a difference to rural communities through their dedication, professionalism and concern. Rothrock has been with Rural Development for 33 years and oversees the administration of loan and grant portfolios of more than $400 million in the Water and Wastewater program as well as the Community Facilities program. Pa Rural Water Association, a non-profit organization based in State College, provides technical support, certified training and other services to its membership.

Nuangola, PA – April 21, 2008 – On the occasion of the 38th anniversary of Earth Day, that is observed annually to inspire awareness of and appreciation for the environment, USDA Rural Development highlighted its award to Nuangola Borough Sewer Authority of over $6.1 million for a new sewer system. Water and wastewater funds, that benefit communities by providing a cleaner environment, are obligated year around by Rural Development. Congressman Paul E. Kanjorski (PA-11) and Rural Development Area Director, Jack Kauffman, presented the ceremonial check to Sam Castellino, Authority Chairman.
“I am very pleased that for Earth Day, we have the opportunity to announce over $6.1 million from the USDA to create a new sewer system which will help about 400 homes in Nuangola,” said Congressman Kanjorski. “I am proud to have helped reach out to the USDA to encourage them to provide this needed funding. Without support programs such as those offered by USDA, small communities like Nuangola might not have the funding to afford projects of this magnitude. I believe that it is vitally important to continue to build our infrastructure, and through such projects, also continue to protect the environment.”
"Rural Development is proud to be able to partner with Nuangola to provide wastewater services to help the residents with the financial burden associated with such a project and to help protect the natural environment of the area," said Jack Kauffman, Area Director.
A Rural Development loan of $3,114,000 and a grant of $3,032,600 will be used by Nuangola Borough Sewer Authority to construct a low pressure wastewater collection system to be built in Nuangola. Treatment will be by neighboring Mountain Top Area Sewer Authority’s existing sewage treatment facility and will serve approximately 400 equivalent dwelling users. The total project cost is $6,958,600 that includes a $812,000 connection/tap fee. The new system will replace the Borough’s existing waste disposal and treatment that consists of on-lot septic systems and cesspools, some of which are malfunctioning and cannot be repaired.

Lamar, PA, March 3, 2008 – USDA Rural Development, who offers single-family housing mortgage loans to income eligible, creditworthy rural families and individuals, would like to announce and welcome the Office of Economic and Community Development (OECD) of Bradford, PA as a loan packager for McKean County. OECD joins 25 other local packagers across the state assisting local residents with applications for Rural Development’s Section 502 direct mortgage loan and Section 504 home repair loan or grant programs.

While it is not necessary to use a loan packager, it is highly encouraged to use the services of OECD or any of the other local packagers to shorten the processing time to determine eligibility.
The 502 direct loan may be used to purchase an existing house or for new construction with no money down and in some instances closing costs may be included in the loan. The Section 504 repair loan/grant program helps current homeowners who are in need of completing repairs to modernize or remove a health or safety issue that exists with the house.

USDA Rural Development, Jersey Shore State Bank and Renovo Rail Celebrate Renovo's New Start-Up Railcar Repair Company
Renovo, PA – February 27, 2008 – Gary H. Groves, State Director of USDA Rural Development; Kate Fairweather of the Governor’s Action Team; G. David Gundy, Senior Vice President of the Jersey Shore State Bank, and Renovo Rail Industries’ Ed Nestlerode, Chairman of the Board, Gene Sockman, President and Vice Chairman of the Board, and others gathered to celebrate Renovo’s new start-up railcar repair company.
“Rural Development is committed to the future of rural communities,” said Gary H. Groves, State Director. “Rural Development’s investment in the area in saving and creating jobs, first responder and medical needs, and single and multi-family housing for eligible rural families, demonstrates this commitment,” added Groves.
Rural Development provided a loan guarantee to Jersey Shore State Bank (Lock Haven Branch) for the $1.6 million loan to Renovo Rail Industries. Renovo Rail also received a $630,000 grant approved by the Pennsylvania State Transportation Commission and administered by PennDOT’s Bureau of Rail Freight, Ports & Waterways. Loan and grant funds will be used by the start-up railcar repair company for working capital, equipment and upgrades. The benefit to the community is the expected saving and creating of jobs. Rural Development’s Business & Industry Guaranteed Loan Program, in eligible areas, can guarantee loans up to $10 million (or more with exception) at an 80 percent guarantee on loans up to $5 million and 70 percent guarantee on loans between $5 - $10 million for financing for real estate, equipment, long-term working capital and to refinancing debt, with some exceptions.
Rural Development has made past investments in Renovo and Clinton County. In 2007 from our Community Facilities program, Renovo Borough received a $90,000 loan and a $63,000 grant for an emergency vehicle and Citizens Hose of South Renovo received a $72,000 loan and a $88,000 grant for a fire truck. Back in 1978, a $1,320,000 loan was made to then Bucktail Medical Center for construction that was paid off in 2007. In the county in 2007, $3.8 million in housing loans were guaranteed. The agency also provides direct housing loans as well as housing loans for repair and rehabilitation. Six multi-family housing developments provide 190 elderly units throughout the county.

USDA Rural Development Funds $19,417,200 Towards Glendale Valley Municipal Authority’s Water and Sewer Projects
Fallen Timber, PA – February 20, 2008 – Congressman Bill Shuster, USDA Rural Development State Director Gary H. Groves, Glendale Valley Municipal Authority Chairman Tracy Plessinger, and representatives from Glendale Valley Municipal Authority met to highlight the $19,417,200 investment in loans and grants provided to the Authority by Rural Development for its water and sewer projects. The sewer project will include the construction of a new sewer collection and treatment system in White and Reade Townships in Cambria County and will serve an estimated 936 equivalent dwelling units. The 40,000 LF water line extension project will serve 241 equivalent dwelling units in White Township. The project is comprised of 122 taps including residential homes, campgrounds and the Glendale School District. Water will be purchased in bulk from the Reade Township Municipal Authority. “Today’s announcement is great news for Cambria County and the residents of Glendale Valley,” Shuster said. “Investments in our infrastructure are essential in securing our region’s economic growth and the rising standard of living that comes with it. I thank Gary Groves and his staff at the USDA Rural Development for their continued commitment to improving rural communities throughout Pennsylvania. I look forward to working with them in the future to bring even more improvements to the 9th district.”
“Rural Development’s investments in Glendale Valley Municipal Authority’s projects truly represent Rural Development’s commitment to the future of rural communities,” said Gary H. Groves, Pennsylvania State Director. “A cleaner environment and better quality of life will be afforded the rural residents of White and Reade Townships as a result of these projects and Rural Development’s help,” added Groves. Additionally, I’d like to recognize Barb McMillen, Area Specialist, in Rural Development’s Westmoreland Office who worked with the Authority on the finalizing of the financing of the sewer project,” added Groves.
Rural Development invested a total of $3,217,500 in Glendale’s $3,396,000 water project by providing a $1,615,000 loan and a $1,602,500 grant. Similarly, Rural Development invested a total of $16,199,700 in Glendale’s $17,498,000 sewer project with a $8,173,000 loan and a grant of $8,026,700. The balances in both projects represent Glendale’s contributions.

USDA Rural Development and Interfaith Housing Alliance Dedicate First Seven Houses Now Under Construction at Self-Help Housing Project Shippensburg, Pa., February 6, 2008 – Pennsylvania State Director, Gary H. Groves, USDA Rural Development and James E. Upchurch, President of Interfaith Housing Alliance met to highlight the first seven houses now under construction at the Shippensburg self-help housing site. Formerly, Interfaith Housing received a $558,192 grant to enable the non-profit organization to assist 21 Pennsylvania families as they work to build their own homes at three sites. The funds were provided through USDA Rural Development’s Self Help Housing program. Additionally, USDA Rural Development offers its subsidized 502 direct mortgage loan program that allows low-income participants to achieve the dream of homeownership at the lowest possible cost to the family. “Rural Development is committed to the future of rural communities and to helping as many eligible people as possible achieve the American dream through our direct and guaranteed loan programs,” said Groves. Under the Self Help program, families working together, with the guidance of a non-profit agency, build their own homes. The families must complete at least 65 percent of the work themselves and no one can move into a home until all are completed. The process usually takes about a year. Upon closing, the families’ work becomes their “sweat equity”. Five homes will be built in Fayetteville (Franklin County), six in Newville and a total of ten in Shippensburg (Cumberland County). USDA Rural Development's mission is to increase economic opportunity and improve the quality of life in rural communities. As a venture capital entity, Rural Development has invested over $63 billion since the beginning of the Bush Administration to provide equity and technical assistance to finance and foster growth in homeownership, business development, and critical community and technology infrastructure. Carlisle – February 6, 2008 – USDA Rural Development held an Open House for its newly relocated office to Carlisle from York. The office serves the Cumberland, Adams, Franklin, Fulton and York counties. The staff and George Klaus, Area Director, were on hand, as well as State Director Gary H. Groves to greet the public and invited guests from county, municipal, and non-profit community agencies and local businesses. The move was made by the agency for a more centralized presence and accessibility to the southeast area it serves and as a cost-saving measure. It was part of an agency restructuring effort that has occurred nationwide.
“The realignment will allow for improved program delivery and an opportunity to save costs,” said Gary H. Groves, Pennsylvania State Director. “Rural Development will continue serving our south central Pennsylvania rural residents and communities with all of our programs from our offices in Mifflintown, Lebanon and now Carlisle,” added Groves.

Statewide in fiscal year 2007, Rural Development invested over $219 million in housing, business and community programs. In south central Pennsylvania, for example, in the last fiscal year Carlisle Area Economic Development Corporation and Downtown Chambersburg, Inc. received Rural Business Enterprise Grants of $99,900 and $99,000 respectively and Keystone Rural Health Center in Franklin County received a $800,000 Community Facility direct loan towards a new addition. There are multi-family housing properties in each of the counties served by the Cumberland Office comprising 1,390 units. One hundred eighteen guaranteed housing loans in the amount of $15,740,199 were made from October 1, the beginning of the fiscal year, to date.

USDA Rural Development Funds Elk Regional Health System's New Biomass Energy Project
St. Marys, PA – February 4, 2008 – Congressman John Peterson, USDA Rural Development State Director Gary H. Groves, Greg Bauer, President/CEO of Elk Regional Health System and others gathered for a ribbon cutting ceremony to highlight the hospital’s new biomass energy heating system project.
“The federal government made a commitment to forest counties across this nation more than a century ago, and securing these vital biomass grants is a necessary step in seeing that it remains valid," said Peterson, who recently received the Nation Rural Health Association’s ‘Legislative Award’. "I’ve dedicated my career as an elected official to delivering more affordable heath care and energy to rural America, and I've been proud to be in a position to support community health centers every step along the way – including to help secure this grant for Elk Regional Health System.”
“This project reflects the growing trend towards meeting energy needs through the use of renewable energy and the subsequent energy savings,” said Gary H. Groves, Pennsylvania State Director. “As the nation moves in the direction of renewable energy, we at USDA Rural Development are committed to the future of our rural communities with our renewable energy funding programs; and the $1,775,000 investment by Rural Development to this project demonstrates this commitment. Additionally, I’d like to recognize Gary Reed, Area Specialist, in Rural Development’s Mill Hall office who helped guide the hospital on this unique and ultimately successful project,” added Groves.
Elk Regional Health System has implemented a biomass project for the heating and cooling for its acute care hospital and long-term care facility. The alternative heating system will burn locally-provided wood biomass materials resulting in significant natural gas and electricity savings. The project received a $300,000 Community Facilities loan from Rural Development that, in combination with a $500,000 Pennsylvania Energy Development Authority grant and a USDA Forest Service Woody Biomass Utilization grant of $250,000, was used to fund a new 16 million BTU combustion biomass energy heating system. Additionally, Rural Development awarded a $1,475,000 Community Facilities loan that funded a new maintenance building and boiler house that accommodates the new biomass energy heating system.

USDA Rural Development Awards $1.4 Million Loan for Farmington Township’s Water and Sewer Project
Leeper, PA – December 28, 2007 – Congressman John Peterson, officials from USDA Rural Development and Farmington Township Supervisors met to highlight the loan from Rural Development to the township for its Phase IV water and sewer project. Congressman Peterson and Pennsylvania State Director Gary H. Groves presented Clyde Frederick, Farmington Township Chairman with a ceremonial check in the amount of $1,422,000.
“This loan will assist Farmington Township in expanding its water and sewer extension, helping to meet the demand for reliable, clean water in the region. A clean and safe water supply is essential for any community, and I’m pleased to be here today to present this USDA check,” said Congressman John E. Peterson (PA-05).
“The loan to Farmington Township for its water and sewer project extension is a good example of Rural Development’s continued commitment to the future of rural communities,” said Gary H. Groves, Pennsylvania State Director.
The loan monies will be used to extend sewer collection and water distribution lines to township residents in need of public sewer and water. There are 456 existing water and 441 existing sewer users currently being served by the township. This project will connect 53 new water and 53 new sewer users to the system. USDA Rural Development Provides a $1.6 Million Guaranteed Loan for Renovo Rail Industries
Renovo, PA – December 21, 2007 – USDA Rural Development, through its Business & Industry Guaranteed Loan Program, has guaranteed a loan on behalf of Renovo Rail Industries in the amount of $1.6 million. The loan is provided by Jersey Shore State Bank’s Lock Haven Office. The loan monies, along with a $630,000 grant from the Pennsylvania Department of Transportation, Bureau of Rail Freight, Ports & Waterways and local contributions, will be used by the start-up railcar repair company for working capital, equipment, and expansion.
“The loan guarantee for Renovo Rail Industries is an example of Rural Development’s commitment to our rural communities and the economic development of our rural areas,” said Gary H. Groves, Pennsylvania State Director.
Rural Development’s Business Program provides financing for businesses in under-served rural areas, often in partnership with private-sector lenders. The Business & Industry Guaranteed Loan program assists with financial backing for rural businesses by guaranteeing up to 90 percent of the commercial loan.

Brookville Hospital Receives $50,000 Distance Telemedicine Grant from USDA Rural Development
Brookville, PA - December 21, 2007 - Officials from Brookville Hospital and USDA Rural Development and guests gathered to highlight a $50,000 Distance Telemedicine Grant received by the hospital from Rural Development. Presenting a ceremonial big check to John Sutika, President/CEO of Brookville Hospital was Robert Schoenfeldt, Rural Development Area Director.
"USDA Rural Development is proud to be a small part of this important project. One of our Agency goals is to be a financing vehicle to help deliver accessible health care which is critical in order for rural communities to survive and prosper,” said Robert Schoenfeldt, Area Director. “The Rural Development northwestern Pennsylvania staff and I salute the health care workers who use their skills to protect the well being of our area’s rural residents," added Schoenfeldt.

The Distance Learning and Telemedicine Grant Program was created to encourage, improve and make affordable the use of telecommunications, computer networks and related technology for rural communities to improve access to educational and/or medical services.

USDA Rural Development Eliminates Thermal Standards in its Guaranteed Loan Program for Existing Single Family
Harrisburg – December 13, 2007 - USDA Rural Development is pleased to announce the amendment of regulations regarding its Single Family Housing Guaranteed Loan Program’s (SFHGLP) thermal performance standards. This action will eliminate the program’s thermal performance standards for existing single family housing effective January 10, 2008.
“This change will help Rural Development better serve low-and moderate income, minority and first-time home buyers,” said Gary H. Groves, Pennsylvania State Director.
The new rule seeks to provide 1) consistency in application of thermal performance standards nationwide, 2) a cost effective solution, and 3) a standard that would be sensible in the marketplace. Formerly required SFHGLP thermal standards imposed an unnecessary financial burden on borrowers, inhibited greater utilization of the program, and imposed standards inconsistent with comparable mortgage industry products. This proposal had overwhelming support from the public when published.
With the elimination of the thermal standards, lenders and borrowers may anticipate consistent delivery of the SFHGLP nationwide. This change will not affect thermal standards for new construction currently prescribed by locally adopted building and model energy codes.

A Somerset County Maple Syrup Operation Receives Grant from USDA Rural Development
Confluence, PA – November 15, 2007 – USDA Rural Development’s Lambert Rosenbaum, Area Director and Bernie Linn, Business Program Specialist presented a $6,050 ceremonial check to Everett Sechler to highlight the award made to help purchase and install a reverse osmosis machine that will reduce energy consumption during the sap evaporation process in the production of maple syrup. The funds represent a USDA Rural Development 9006 Renewable Energy and Energy Efficiency Improvement Grant.
“These grants support rural businesses and their communities,” said Bernie Linn, Rural Development Business Program Specialist. “These funds also assist projects developing renewable energy sources and energy efficiency systems,” added Linn.
The 9006 Renewable Energy and Energy Efficiency Improvement Grant program provides funding to help eligible farmers, ranchers and small businesses maker existing energy systems more efficient. This project will result in energy savings and a reduction of petroleum use.

Fabin Brothers Farms Receives Grant for a Soybean Processing Facility from USDA Rural Development
Indiana, PA – November 15, 2007 – USDA Rural Development’s Lambert Rosenbaum, Area Director and Bernie Linn, Business Program Specialist presented a $300,000 ceremonial check to Richard Fabin of Fabin Brothers Farms to highlight the award made to the farm to help implant a soybean processing facility that will add value to a commodity crop already grown on the farm. The funds represent a USDA Rural Development Value Added Producer Grant. In a nationwide September 18, 2007 announcement, Fabin Brothers Farms of Indiana County was one of three Pennsylvania recipients named to receive a Value Added Producer Grant.
“These grants support rural businesses and their communities,” said Bernie Linn, Rural Development Business Program Specialist.
Value Added Producer Grants may be used for planning activities or to provide working capital to market value-added agricultural products and farm-based renewable energy projects. A value-added product is created when a producer takes an agricultural commodity and processes or prepares it in a way that increases its value to consumers.

USDA Rural Development and Greater Johnstown Water Authority’s Ribbon Cutting Ceremony for the $2,410,000 Conemaugh Interceptor Project
Johnstown, PA – November 5, 2007 –USDA Rural Development’s Virginia Stump, Edward J. Cernic, Sr., Chairman of Greater Johnstown Water Authority and Mark Critz, District Director for Congressman John Murtha participated in a ceremonial check presentation and ribbon cutting ceremony highlighting Greater Johnstown’s water extension project to Conemaugh Township, Somerset County. USDA Rural Development loaned the Greater Johnstown Water Authority $2,410,000 to construct the project. Also attending were Authority members, local officials and others.
“By ensuring that our communities have access to a sustainable potable water supply, we are providing a healthier environment for current residents and a catalyst for future residential and business growth,” commented Murtha.
“Rural Development’s funding to the Greater Johnstown Water Authority for the Conemaugh Interceptor Project helps to demonstrate Rural Development’s commitment to the future of our rural communities,” said Virginia Stump, Rural Development Area Specialist.
The project provided an extension of the potable water supply to Conemaugh Township from an interconnection with the Greater Johnstown Water Authority. The construction of approximately 17,500 linear feet of 12” diameter pipe, a pumping station and a standpipe will improve the system’s operations by increasing pressures and eliminating double pumping of water to the area. The completed project will supplement Conemaugh Township Municipal Authority’s supply of water to Conemaugh Township through a bulk purchase agreement with Greater Johnstown Water Authority. Individual users along the project route will be given the option to voluntarily tap into the line.

Groves presented a $740,000 ceremonial big check to Northwestern Rural Electric Cooperative Association, Inc. The monies represent a Rural Economic Development Loan by USDA Rural Development for Northwestern REC’s Intermediary Relending Program (IRP). The rural electric coop is required to relend to an eligible “third-party recipient” for the purpose of financing job creation projects and sustainable economic development within rural areas. Accepting on behalf of Northwestern REC was Michael Tirpak, General Manager & CEO and Katherine Cooper-Winters, Board President.
“The Rural Economic Development Loan program helps reduce energy costs thereby creating economic opportunity for employers in rural areas,” said Gary H. Groves, Pennsylvania State Director. “This funding through Northwestern REC’s IRP will help Channellock overcome energy costs that should help to preserve jobs,” added Groves.
The Rural Development funds will be loaned to Channellock, Inc. of Meadville to assist them with the conversion of its forge shop to induction heating. New equipment will be installed to replace the gas fire slot furnaces resulting in significant energy savings and will help them to remain competitive with foreign markets. The Rural Economic Development Grant and Loan program helps with utilities to spur economic development with the objective to create or save rural jobs. Northwestern REC’s loan and its 424 existing jobs was included in last month’s announcement by Acting Agriculture Secretary Chuck Conner of over $16.6 million in loans and grants to 18 states creating or saving nearly 2,200 jobs.

USDA AWARDS MORE THAN $22.3 MILLION FOR DISTANCE LEARNING AND TELEMEDICINE GRANTS
October 1, 2007 – Acting Agriculture Secretary Conner today announced the selection of 78 grant recipients for Distance Learning and Telemedicine grants totaling $22.3 million in 31 states.
“These grants connect rural communities to educational programs and medical services that bridge the miles between doctors and patients and provide classroom teaching at the touch of a button,” said Conner.
The Distance Learning and Telemedicine (DLT) grant program was created to improve access to education and medical services through the use of technology. Of the grants announced today, 38 will provide access to medical services and 40 will be used to improve educational opportunities. The grant funds will be awarded to the selected recipients contingent upon meeting the conditions of the grant agreement.
In Pennsylvania, the Brookville Hospital received a $50,000 Distance Telemedicine Grant to help them acquire additional hardware and software that will be used by physicians and nurses to establish a home monitoring system for patients with a variety of needs in Brookville and the six-county rural service area.
