Application Requirements
2009 Verification of Matching Funds

At time of application, applicants must provide verification of their matching funds sources and uses, for both cash and in-kind contributions. When preparing documentation for verification of matching funds, applicants must follow RD Instructions 4284.910 (c)(6) and 4284.3, along with instructions provided in sections III (B) and IV (B)(10) of the Notice of Funds Available (NOFA).

Matching funds must equal or exceed the amount of the grant funds requested, and combined matching and grant funds must equal 100% of the total project costs. Applicant and third-party cash and in-kind contributions may contribute to match requirements, as long as they are from eligible sources without a conflict of interest in the project, and are for eligible uses during the grant period. All matching funds contributions are subject to the same use restrictions as grant funds, with restricted uses for both planning and working capital activities. Matching funds must be spent at a rate equal to or greater than the rate at which grant funds are expended.

Although additional eligibility restrictions apply, note that the following grant and matching funds uses are not allowed: Costs outside the grant period, costs for working capital activities when seeking a planning grant, costs for planning activities when seeking a working capital grant, costs for fixed equipment and buildings, architectural or engineering design work for a specific physical facility, vehicles, land acquisition costs, expenses related to the production of any agricultural commodity or product to which value will be added, including costs for delivery of the commodity to a processing facility, costs related to the preparation of the application package, costs not specific to the identified group of Independent Producers in the application, and funding services to businesses not majority US-owned, among others.
