2001 Annual Report Executive Summary

City of Lovington Champion Community

The Economic Development Board through the efforts of Lea County Electric did bring AST West, a manufacturer of lotions and others items, n to Lovington by making available a construction loan given by USDA Rural Development. The City of Lovington was successful in keeping Dairy Farmers of America from closing and moving their plant. They purchased 5000 plus acres of land next to their plant to build a waste water treatment system of their own. Their other option was to close and move to another city. Now instead of closing they will expand their operation to process more milk per day and begin soon to package their cheese there. A electronic bulletin board has been erected at the Chamber of Commerce to instantly display any new activities, meetings and accomplishments. The Lovington Economic Development Board is working on diversification from the oil and gas dependency and to move into more stable jobs such as manufacturing, adding to the stability of jobs as well as continuing to enhance our dairy market. The only way to attract any new business is to have infrastructure in place. The most necessary infrastructure right now is the Lovington Waste Water Treatment Plant. If we are unable to remodel or rebuild the plant, then that necessary infrastructure will not be available and adequate. This could be a loss of 100 or more future jobs. This will have an impact on our schools because of the number of students we would lose. This loss caused by our distress, will have a ripple effect on the future of any business. If this Waste Water Treatment Plant project is not completed, we will be out of compliance with the Environment Department and unable to compete with surrounding communities or even be able to provide adequate service to the local residence. However, Lovington did show a 5% increase in population in the 2000 census. This shows that Lovington is on the move and we have to stay focused on our plan.
