2003 Annual Report Executive Summary

City of Deming Enterprise Community

The City of Deming Enterprise Community completed its fifth year in the EZ/EC program in 2003. The year was filled with activities and accomplishments that have significantly impacted our community’s quality of life. We are a remarkable cross-cultural community. Our Enterprise Community consists of two communities within six census tracts covering over 2,965 square miles in Luna County, New Mexico. Luna County is situated on the U.S.-Mexican border and is home to the only 24-hour port of entry in New Mexico. This uniqueness in a rural community comes with incredible challenges. The City of Deming and the Village of Columbus are the two communities that make up Luna County.

Our goals and benchmarks within our EC Strategic Plan can be broken down into several categories – education & training, economic development/opportunity, community development, health and recreation, and housing. With the City of Deming Enterprise Community serving as a catalyst, we continue to move forward in these categories. Many of the goals and benchmarks in our strategic plan are being accomplished with partnerships and alliances with our local school district, government entities, non-profit organizations and the private sector.

This year has been challenging as well as productive. A new executive director and changes on our board of directors have not altered our success in establishing and promoting community services and improvements. Mariposa Village, a senior low-income 60-unit housing complex was completed this year. The Mimbres Valley Learning Center addition was completed in January resulting in a student enrollment increase of over 30%. The Deming-Luna County Senior Citizens Center Adult Day Care received its temporary operating license at year-end and is preparing for their first clients. Construction of the Family Resource Center in Deming is near completion. The new Family Resource Center will be equipped for day care services, parent and caregiver training, early intervention, and a lending library. A business resource guide was published to help centralize information related to all aspects of setting up or expanding a business in Luna County.

We look forward to the upcoming year as we continue focusing on the needs of our community and strengthening partnerships while leveraging funds to make the best use of both financial and human resources.
