2004 Annual Report Executive
Summary
City of Deming Enterprise
Community
The City of Deming Enterprise Community consists of two communities within six census tracts over 2,965 square miles in Luna County, New Mexico. Luna County lies at the northern end of the vast Chihuahua Desert that stretches deep into Mexico. Residents see the border with Mexico as a resource. The county is home to a dual community of residents who are comfortable on both sides of the border. Community goals center around increasing "living wage jobs", community well being and economic growth while avoiding the risk of damage to the delicate desert environment or the excessive use of water, the county's most precious resource.
Despite the uncertainty of year to year funding the EC has managed to plan and implement the EC strategic plan. Following are the most recent accomplishments:
- Membres Valley Learning Center established in 2001 has continued to expand its space and services to the community. The MVLC is the first post secondary institution in Luna County.
- The Childcare Job Creation Project aimed at training adults and parents as “Child Development Associates” has proven to be a huge success.
- A Resource Directory was made available to local businesses to provide a variety of information and resources on financing, permitting, zoning, taxes, and business planning to name a few.
- Duke Energy Power Plant located north of the town has brought additional jobs and also assists the EC in developing their industrial park and marketing it for further development.
- The Wal-Mart Super Center in Deming has created more than 300 jobs.
- In response to community concerns about crimes involving youth, the City formed a Deming/Luna County Delinquency Prevention Policy Organization composed of representatives from law enforcement, churches, and state agencies that deal with juvenile issues.
- The Luna Health Council is now established and is having great success in addressing the health and wellness of the community
- The “Housing Group Workcamps” repaired 49 homes through a partnership with the “Group Workcamps Foundation” of Loveland, Colorado.
- Mariposa Village, a 60-unit, mixed income senior apartment complex was completed and made available to residents.
- The EC Board was re-invented to meet the federal requirement to have at least 45% of the board elected and representative of the low-income.
