Overview

The North Delta Planning and Development District (NDPDD) includes an area of Northwest Mississippi in areas of Panola, Quitman and Tallahatchie counties. The area comprises one of the most depressed areas of the country.

The plan's general vision links economic, human, physical, community development and other activities in a reinforcing manner. Goals and strategies are succinct and well integrated in a very comprehensive approach. The plan includes 25 Action Items of the application.

Community effort was generated from a grassroots level. The main focus is to develop good houses, good jobs, adequate health care and well-educated people who may be productive citizens enjoying the rich cultural heritage of the Delta. They have formed partnerships to improve housing, child care, expansion of youth programs, public safety, education, job skills training, public utilities, transportation and the financial lures necessary to preserve, expand and attract small and large industries. The vision is to provide the vibrancy and energy to fashion a "new South" as culturally rich as the "Old."

Key Activities

Economic Opportunity:

The Economic and Community Development and Empowerment initiatives address job creation as well as entrepreneurial development to improve the economic health of the EC.

Community Building:

The Action Items in the Institutional Change and Legal Reform/Waivers and Human Services and Physical Development initiatives address various socio-economic, human, public relations and physical development issues.

Sustainable Economic and Community Development:

The Human Services and Physical Development and Natural Resources and Environment Concerns initiatives address the human and environmental elements necessary to improve the overall quality of life in a long-term and viable framework.

Major Public Sector Commitments


Local Government Resources:

Regional Park for area residents, public transportation projects, Tallahatchie General Hospital and Quitman County Development Organization.

State Government Resources:

Mississippi Department of Health for community health education and promotion, Mississippi Department of Economic Development in conjunction with FmHA for job development training and Youth Opportunities Grant.

Federal Government Resources:

Farmers Home Administration for affordable housing, education and social services.

Major Private Sector Commitments

Specific funding requests not specifically noted. Partnership of numerous banks serving the area including United Southern Bank, Bank of Mississippi and First Security Bank.

Lifestart, Inc., a non-profit organization to develop educational and growth programs among single-parent mothers.

Partnerships with several businesses that have pledged to expand operations as new business opportunities and higher skill workers become available as a result of the EC.
