City of Lock Haven Enterprise Community
Clinton County, Pennsylvania
The City of Lock Haven Enterprise Community (LHEC) has been in a constant state of revitalization since major layoffs occurred at two of the largest employers. During the past three years, close partnerships have been developed and strengthened with the Enterprise Community Program including the Clinton County School-to-Work Partnership, Lock Haven Hospital, Lock Haven University, Keystone Central School District, Clinton County Economic Partnership, Clinton County Assistance Office, Keystone Central School District, West Branch Technology Center, human service agencies, local business, community residents, and local and State agencies.

Economic Development: The City has committed to leveraging over $17 million in local state and federal funds. In order to prepare agencies and community members for this task the Enterprise Community provided a Fall Conference on Funding for community organizations and non-profit agencies in September, 1997. USDA sponsored the event and assisted in providing training in areas of grant writing, marketing, grant research, and public relations. During the Summer of 1997 monitoring visits were conducted at the subrecipient agencies using Enterprise Community funding. Most of these agencies stated that they have identified other funding sources to continue the programs when the EC funding ends.
The city recently completed a feasibility study for the development of a business park at Piper Airport and has obtained a $500,000 Rural Business Enterprise Grant through USDA for the phase I environmental study. A partnership with the county, school district and city will create a TIF district to fund infrastructure costs. After two years of planning, the City held a dedication ceremony and free concert hosting 8 local bands on the new floating stage. The River Theater will be expanded with a grant received from the Pennsylvania Department of Conservation and Natural Resources. This project will offer the city a unique opportunity to take advantage of its river setting and to develop a wide array of programs that can promote recreation and economic development.
Education and Training: Among the variety of education programs that were implemented as a result of EC designation, the West Branch Technology Center provides businesses and community residents with state of the art training in computer technology and applications.
Family and Youth Support: The Clinton County assistance Office has praised the efforts of STEP Inc.'s Intensive Case Management Program which has witnessed first hand many small successes that have enabled clients to attain jobs, complete a GED, obtain health insurance, counseling and other services. Keystone Central School District provides a extensive program offering all Lock Haven high school students drug and alcohol prevention services, teen pregnancy programs, truancy programs and literacy and tutoring services.
