Federal Regulation

Under the terms of the Farm Security and Rural Investment Act of 2002, USDA began administering the Renewable Energy Systems and Energy Efficiency Improvements program in 2003. Until a final rule could be established for the program, the program provided competitive grants through annual Notices of Funds Availability.

On July 18, 2005, USDA published a final rule for the program as 7 CFR Part 4280. This rule outlines the application requirements and administrative provisions for the program for all applications after October 1, 2006.
