Earth Day 2004: Emmett, Idaho
Sewer Grant

Outline of Need:

USDA Rural Development has been working with the City of Emmett since 1999 to assist the community in solving their sewer system permit violations. Currently the City is out of compliance with the NDPES permit due to substantial ground water infiltration, algae growth, and increased permit requirements.

How Rural Development Helped:

The plan of action is to break this extremely large project into three manageable phases. Phase I will involve replacing sewer lines to reduce groundwater infiltration and old water lines in the same streets. An under-drain system will also be installed to manage groundwater levels. Phases II and III involve upgrades to the sewer treatment plant to bring the City back into compliance with the NPDES permit. The preferred treatment alternative is to apply effluent to farmland through a land application permit.

The City has also applied to the State of Idaho for a Community Development Block Grant of $500,000, which will assist with Phase I funding and enable the community to maintain user rates that are consistent with similar communities.

The Results:

The Rural Development grant will help support Phase I of the project and help the City bring its system into compliance with environmental requirements.
