Earth Day 2004: Monroe County Municipal Waste Authority, Pennsylvania
Sewer Grant and Loan

Loan:     $1,156,560

Other:     $800,000*

(*Pennsylvania Department of Environmental Protection funds)

Total:    $16,494,000

Outline of Need:

Monroe County historically had its recyclables collected from various municipalities within the county. The transportation costs involved proved to be expensive and the process inefficient.

How Rural Development Helped:

USDA Rural Development's Community Facilities loan helped the Municipal Waste Authority purchase a site, administrative/educational building and nine large, state-of-the-art automated bins that provide a "first of its kind" fully-automated Transfer System. The facility now consolidates recyclable materials from the various municipalities thereby allowing for larger loads to be shipped to the users/purchasers of the materials.

The Results:

The result is a more manageable recycling system within the County that is clean and efficient with significantly lower hauling fees all of which contribute to the recycling effort.
