Dad has been in contact with you over the last few weeks and today informed me that you would like a write up of what we were doing and what we would like to see happen with the Farm Bill and Rural Utility Service. I have attached this write up in Word format. I hope this is what you were looking for, if not my apologies. If you have any questions feel free to write wolfr@post.uwstout.edu or call (605) 338-3310 (work) (605) 366-5295 cell. Thank you for your time and concern. Thanks again, Ryan M Wolf My father, mother, grandfather, sister, and I are attempting to diversify our family farm with the addition of wind towers. We propose building five towers, owned and operated independently of each other. One of our major obstacles is finding financing. Lack of an adequate down payment to qualify for a loan, makes finding interested lenders difficult. Large corporations are able to use the Federal Tax Credits. This along with economics of scale, and Fast Line Depreciation of the towers, gives them a competitive advantage we must attempt to overcome. We propose that farmers demonstrating direct control and ownership of small wind projects (under 2MW) be considered Rural Utility Service Providers, and qualify for an adequate down payment from the Farm Bill. Qualifying for low interest loans will give farmers a competitive chance against these large corporations, that would otherwise exploit our natural resource and provide negligible local rural economic development. Local ownership will provide diversity to family farms never seen before by providing an income source independent of traditional farming commodity prices.
