Rural Economic Development Loan Program

AR: North Arkansas Electric Cooperative, Inc., Salem -- $400,000
This loan will assist the Cherokee Frame Company Inc. in financing the purchase and rehabilitation of a 265,000-square-foot building and will create 25 new jobs. Cherokee is a producer and major supplier of framed art work to the hotels, motels and health care facilities. Will create 25 new jobs.

IA: Nishnabotna Valley Rural Electric Cooperative, Harlan -- $350,000
This loan will assist Milk Unlimited Dairy Farms LP, in financing a waste management system as part of the start-up of a large scale dairy farm. The dairy will be located on 425 acres and will consist of 5 freestall barns. Upon completion, 23 new jobs will be created.

IA: Maquoketa Valley Electric Cooperative, Anamosa -- $250,000
This loan will assist Plum River Fault Line Golf Inc. in the development of a nine-hole community golf course and club house located in rural eastern Jackson County, Iowa. The $650,000 is being built to create job opportunities and encourage growth of business, tourism and residential development to benefit the nearby communities of Preston, Miles and Spragueville.

IA: Pella Cooperative Electric Association, Pella -- $500,000
This loan will assist Pella Plastics Inc., a custom injection mold company with the purchase of presses and supporting peripheral equipment. The expansion project, estimated to cost $5.76 million, will create 100 new positions and provide for the continued employment of 168 persons.

KS: The Victory Electric Cooperative Association, Inc., Dodge City - $271,000
This loan will assist Bonzai Products LLC (Bonzai), in financing the purchase of a 12,800-square-foot manufacturing facility. Bonzai produces truck accessories, including stainless steel airfoils. The new manufacturing facility will allow Bonzai, which currently employs five people, to expand its operations and hire an additional eight jobs.

KY: Henderson Union Electric Cooperative Corporation, Henderson -- $400,000
The loan will assist Snow Enterprises LLC in purchasing land and buildings to start up a saw mill operation. Funds will be used to purchase 5.1 acres of land with two buildings, and for working capital. The estimated cost of the project is $1 million. The sawmill operation is expected to create 31 jobs.

KY: Henderson Union Electric Cooperative Corporation, Henderson -- $400,000
This loan will assist Freezer Services-Kentucky Inc. in constructing and equipping a new 100,000-square-foot refrigerated processing and distribution facility in a Webster County industrial park. The facility will be used to process, freeze and chill food products produced in Kentucky and surrounding states. The project will initially create 25 to 31 jobs.

KY: South Kentucky Rural Electric Cooperative Corporation, Somerset -- $100,000
This loan will assist Academy Broadway Corporation (Academy) in financing the purchase of manufacturing equipment. Academy makes sleeping bags and recreational sporting gear. The new equipment is part of a $1.05 million expansion project which includes completion of a 10,000-square-foot building addition. The expansion will result in 18 new jobs and help retain 108 existing positions.

MN: East Ottertail Telephone Company, Perham -- $330,000
This loan will assist the City of Perham in financing the establishment of a business enterprise and technology development center. This project is a coordinated effort on the part of the city's economic development authority, the school district and the financial community intended to foster the development of new enterprises and improve the job skills of employees and rural residents by making use of new technologies.

MN: Consolidated Telephone Company, Brainerd -- $400,000
Crow Wing Cooperative Power & Light, Brainerd -- $400,000
These two loans will assist Clow Stamping Inc. in financing the purchase of manufacturing equipment for its metal parts business. The company's expansion plans include a 48,000-square-foot building addition to allow more production space and the purchase of $1.6 million of new equipment. The total expansion is estimated to cost $5.175 million. The company currently employs 266 people. The expansion will create an additional 30 positions over the next 2 years.

MN: Cooperative Light & Power Association of Lake County, Two Harbors -- $400,000
This loan will assist the city of Beaver Bay in constructing a building to house a new city hall, community center and commercial retail space. The proposed commercial space will accommodate three small retail businesses, which are expected to create six jobs. Total project cost is $834,000.

MN: Garden Valley Telephone Company, Erskine - $605,000
This loan will assist the city of Erskine in financing the extension of water and sewer collection lines to a newly annexed area of the community that includes a new school, a nursing home, and a motel. The sewer project includes new sanitary sewer collection lines and lift station. The total project cost is estimated at $1.5 million.

MT: Triangle Telephone Cooperative Association Inc., Havre -- $300,000
This loan will assist the Sweet Memorial Nursing Home with needed improvements to enhance quality of service, comply with regulatory standards and improve the facility's environment for both residents and employees. The nursing home staff of 50 will increase by five.

NE: Benkelman Telephone Company, Inc., Benkelman - $270,000
This loan will assist Dundy County Hospital in financing proposed renovations and an addition to the existing hospital. The project entails the renovation of 2,700-square-feet of space and the addition of 3,300-square-feet of new space. The total expansion is estimated to cost $750,000. The expansion will allow for the addition of six new medical personnel and three clerical staff, as well as the retention of the existing 30 employees of the hospital.

NC: Crescent Electric Membership Corporation, Statesville -- $600,000
This loan will assist Eclipse Packaging, Inc. (EPI), a newly formed company, in financing the purchase of 11.5 acres of land and the construction of a 15,868 square foot production facility. The EPI project, which will initially employ 17 employees, will introduce a new plastics manufacturing technology to the region for producing multi-layered coextruded polyethylene films for use in flexible packaging applications supporting the food industry.

NC: South River Electric Membership Corporation, Dunn -- $254,000
This loan will assist Sampson County and the Town of Roseboro in constructing water and sewer extensions to serve businesses within Sampson County. The water system extension will primarily benefit a cattle slaughtering plant and the sewer system extension will serve a produce brokerage, wholesaling and repackaging operation of a farmers market and country store. The water and sewer extensions will act as a catalyst in developing the area and creating new jobs in this primarily agricultural region. The total project cost is $1.695 million.

PA: Claverack Rural Electric Cooperative Inc., Wysox - $750,000
This loan will assist the Central Bradford Progress Authority in financing the development of the 45,000-square-foot Central Bradford Multi-Use Office/Education Complex. The building complex will have 3 floors of usable professional office and light industrial space. It is projected that 67 new jobs will be created and 105 jobs retained.

SC: Blue Ridge Electric Cooperative Inc., Pickens -- $400,000
This loan will assist Pickens County in financing the construction of a new 1-million gallon per day regional wastewater treatment plant to serve the upper portion of the 18- Mile Creek Basin. This $3.5 million project will help retain 710 jobs associated with three industries in the area and will promote economic development and potential industrial growth.

TN: Meriwether Lewis Electric Cooperative Inc., Centerville -- $400,000
This loan will assist the Stewart Houston Industrial Park Board in financing the construction of a 40,710-square-foot production facility in an industrial park. The facility will be leased to Southern Gauge Inc., a producer of a full line of gauge products for various forms of industrial manufacturing processes. Currently, Southern Gage employs 70 people. An additional 124 jobs will be created as a result of the expansion. The total project cost is estimated at $1.8 million.

.TN: Powell Valley Electric Cooperative Inc., New Tazewell -- $400,000
This loan will assist Tri-State Machine and Welding in financing the construction of a 24,100-square-foot manufacturing facility in the Harrogate Industrial Park. The new machine and welding facility will allow Tri-State, which currently employs 16 people, to expand its operations and hire an additional 20 people. $450,000 of other financing will be used to purchase of new equipment.

TN: Tennessee Valley Electric Cooperative Inc. Savannah -- $400,000
This loan will assist the Hardin County Industrial Bond Board in financing the purchase of new food processing equipment, which will be leased to Shilo Foods, a specialty food processor. The company is presently operating from temporary facilities and employs 50 people. The construction and equipping of the new plant is a $10 million project. Within the next two years, Shilo expects to expand production and hire an additional 40 employees.

TN: Tennessee Valley Electric Cooperative, Inc., Savannah -- $400,000
The loan will assist Praxis Industries (Praxis) in financing the construction of additional manufacturing space, the purchase of new equipment and the refurbishment of existing equipment. Praxis is a specialty manufacturing operation which produces bathroom fixtures for residential and commercial housing needs. Praxis currently employs 160 people in rural Hardin County. The $809,000 expansion project will allow Praxis to hire an additional 40 workers.

TN: Tri-County Electric Membership Corporation, Lafayette -- $750,000
This loan will assist the Celina/Clay County Industrial Development Board in financing the purchase of an existing 96,000-square-foot manufacturing facility which will be occupied by Production Stamping Inc., which will hire 200 employees from the Celina area. The building is currently occupied by OshKosh B'Gosh Inc., which will move into a smaller building in Celina..

VA: Northern Neck Electric Cooperative Inc., Warsaw -- $400,000
This loan will assist Westmoreland County in financing the construction of a 50,000-square- foot industrial building. The shell building, estimated to cost $500,000, will be used to attract a new employer to the area. The unemployment rate in the area reflects the ongoing need for additional employment opportunities.

VA: Southside Electric Cooperative Inc., Crewe -- $400,000
The loan will assist the Town of Altavista with the construction of a 60,000-square-foot speculative industrial building on 19 acres of land in the Altavista Industrial Park. The shell building, estimated to cost $950,000, will be used to attract a new employer to the area. The project will improve the productive potential of the labor force and stem out-migration.

.VT: Washington Electric Cooperative, Inc. East Montpelier -- $600,000
This loan will assist the Central Vermont Memorial Civic Center, a nonprofit organization, in financing a 28,000-square-foot multi-purpose civic center facility on three acres. The facility will be used for winter indoor recreational activities and cultural events. The $1.34 million project will create 12 jobs.

WI: Baldwin Telecom Inc., Baldwin -- $400,000
This loan will assist Trient Technologies Inc. (Trient), in financing the construction of a 20,000-square-foot manufacturing facility in the Village of Woodville Industrial Park. Trient produces custom striping, signage and graphics on pressure-sensitive vinyl material. The new facility will allow Trient, which currently employs 38 people, to expand its operations and hire an additional 25 people. Total cost is $800,000.

WI: Baldwin Telecom, Inc., Baldwin -- $400,000
The loan will assist the Village of Baldwin in financing the construction of a 51,300 square foot addition to the Baldwin Hospital and Clinic. The village owns the building and leases it to the hospital. The proposed addition and remodeling is designed to accommodate a new clinic with additional space for x-ray, physical therapy, and obstetrics. The total project is estimated to cost $8.4 million. The hospital currently employs 130 full and part-time employees. The new hospital and clinic addition will provide for 39 new positions.

WI: Jump River Electric Cooperative, Ladysmith -- $166,000
The loan will assist the Lac Courte Oreilles Tribe of Lake Superior Chippewa (LCO Tribe) in financing the purchase of a 2.5 acre parcel of land and the construction of a 5,000 square foot business incubator facility. The business incubator facility will provide the LCO Tribe and Sawyer County with commercial and industrial space for startup and emerging businesses. The building will be designed to accommodate 6 initial tenants. The tenants are expected to create 18 long-term jobs. The total project cost is estimated at $200,000.

WY: Lower Valley Power and Light, Afton -- $750,000
This loan will assist Aviat Aircraft, Inc. (Aviat), in financing the expansion of its aircraft plant. Aviat is engaged in the development, manufacture and servicing of sport and utility aircraft sold under the trade names Husky A-1, Pitts Special and Eagle II. The loan will be used to acquire machinery and equipment for the production of the Swift aircraft. The expansion will result in the creation of 50 new jobs and the retention of Aviat's 72 existing positions.

WY: Powder River Energy Corporation, Sheridan -- $750,000
This loan will assist the Children's Development Services of Campbell County in financing the construction of a new facility for early intervention services for developmentally delayed children and child care. The total project cost is estimated to be $2.8 million. The project willcreate five new jobs and will help retain 27 .existing positions.

Rural Economic Development Grant Program

All of the grant funds below will be used to establish revolving loan fund programs.

IA: Western Iowa Power Cooperative, Denison -- $200,000
The initial loan will assist the West Central Iowa Rural Water Association, a nonprofit organization, in financing the expanding the rural water system in western Crawford County to include service to the rural towns of Charter Oak and Ricketts. The expansion includes the construction of an elevated water tank to support the Schleswig Industrial Park. The water tank project is estimated to cost $490,000 and is part of an overall water project estimated to cost $6 million.

OK: Kiwash Electric Cooperative Inc., Cordell - $208,500
The initial loan will be made to the Thomas Economic Development Authority to assist in constructing a 25,000-square-foot industrial building and associated infrastructure at the Thomas Municipal Airport in Custer County. The building will initially be leased to an aviation parts distributor and repair firm. Estimated cost of the project is $850,000.

MN: East Ottertail Telephone Company, Perham -- $66,000
The grant will assist the City of Perham in financing the establishment of a business enterprise and technology development center. The $750,000 project, known as the Perham Area Technology Center, is a coordinated effort on the part of the city's economic development authority, the school district, and the financial community to foster the development of new enterprises and improve the job skills of employees and rural residents by making use of new technologies.

MN: Lyon-Lincoln Electric Cooperative Inc., Tyler -- $330,000
The initial loan will assist the City of Tyler in financing a new medical clinic addition and renovations to the Tyler Healthcare Center Inc. The new clinic will be built adjacent to the existing hospital and nursing home. The healthcare center serves residents from the surrounding four-county rural area. The total cost of the project is estimated to be $650,000.

MN: Mille Lacs Electric Cooperative, Aitkin -- $200,000
The initial loan will assist McGregor Area Clinic Inc.,in constructing a new 5,650-square-foot medical clinic facility in McGregor. The facility will be leased to Riverwood Health Care Center and will accommodate the addition of four medical positions, including a full-time medical clinic practitioner and physical therapist. The estimated cost of the project is $485,000.

NE: Benkelman Telephone Company Inc., Benkelman -- $330,000
The initial loan will assist Dundy County Hospital in financing proposed renovations and an addition to the existing hospital in Benkelman. The $750,000 project will allow for the addition of six new medical personnel and three clerical staff, as well as the retention of the existing 30 employees of the hospital.

NC: Wake Electric Membership Corporation, Wake Forest -- $330,000
The initial loan will be made to the Town of Rolesville to assist in extending water and sewer lines to a proposed 100-acre industrial development area in Wake County. The water and sewer infrastructure should encourage employment related development near Rolesville. The estimated cost of the water and sewer line extension is $710,790.

NC: South River Electric Membership Corporation, Dunn -- $330,000
The initial loan will assist Sampson County in constructing water extensions within Sampson County to promote businesses expansion within the county. The water extension will act as a catalyst in developing the area and creating new jobs in a region that is primarily agricultural. The water system extension will allow a cattle packing plant to proceed with a $7-million plant expansion The water expansion project is estimated to cost $1.35 million.

OH: Consolidated Electric Cooperative, Inc., Mt. Gilead -- $330,000
The initial loan will assist SoMoCo Sanitary Inc., a member-owned nonprofit entity, in financing the construction and installation of a sewer collection system and sewage treatment facility in southern Morrow County. It will serve the Interstate 71 and State Route 61 interchange area. The new sewer service will provide capacity for new commercial and industrial development within the interchange service area. The project is estimated to cost $2.4 million.

SD: Dakota Energy Cooperative Inc., Huron -- $100,000
The initial loan will assist Our Home, Inc., a nonprofit corporation, in constructing a new 24-bed residential building for juvenile clients of the Rediscovery Drug & Alcohol Treatment Center, established in 1972 to serve troubled, neglected and abandoned youth who need a place for care and counseling. Also, construction of a new wing on the existing Adolescent Sexual Adjustment Program building is planned to provide sleeping quarters for 30 males. The total project cost is $941,650.

SD: Kingsbury Electric Cooperative, Inc., DeSmet - $100,000
The initial loans will assist DeSmet Township, Spirit Lake Township, Manchester Township and Matthews Township in purchasing a fire truck for joint use. The fire truck will be owned jointly by the four townships and housed in the city of DeSmet.

SD: Sanborn Telephone Cooperative, Woonsocket -- $200,000
The initial loan will be made to Ethan School District No. 17-1 to assist in constructing a new high school, new school gymnasium and kitchen facilities for the Ethan School District. The $2.2 million project will create 41 teaching and administrative positions will be retained as a result of the project.

.SD: Lincoln-Union Electric Co., Alcester -- $100,000
The initial loan will assist Morningside Manor Nursing Home in constructing an addition to its current facility to add a centralized office area, physical therapy facilities and a chapel. The new therapy addition will allow for the creation of two therapist positions. The nursing home has been in operation since 1963 and employs 106 people. The proposed expansion is estimated to cost $250,000.

TN: Caney Fork Electric Cooperative Inc., McMinnville -- $330,000
The initial loan will assist the Industrial Development Board of the City of Smithville in financing the construction of a 70,000-square-foot distribution center. The facility will be leased to Texas Boot Inc., a producer of quality western footwear. The total project, estimated to cost $1.55 million, will create 264 new jobs and will retain 221 existing jobs.

WA: Okanogan County Electric Cooperative Inc., Okanogan -- $204,000
The initial loan will assist Aero Methow Rescue Service with the purchase of three new ambulances. Aero Rescue's service area includes 2,243-square-miles with a population of 6,293. The estimated cost of the project is $255,000. Okanogan County is a designated timber impacted county under the Northwest Timber Initiative.

WI: Dairyland Power Cooperative, LaCrosse -- $330,000
Grant funds will be used to establish a revolving loan fund program. The initial loan will be made to the Village of Osceola to assist in financing the extension of water and sewer lines to a 130-acre industrial park in Polk County. The water and sewer lines will facilitate the development of the industrial land and construction of a building for lease to a prospective manufacturer. The proposed water and sewer extension, land purchase, and building construction is estimated to cost $1.3 million.
