Homeownership Month 2004: Bridgeville, Delaware

Natina Bright and her daughter Tykia have a new home thanks to a federal and private partnership that is managed by USDA Rural Development.

Rural Development State Director Marlene Elliott presents Natina Bright and her daughter with the flag to display at their new homeRural Development, Discover Bank, First State Community Action Agency, and First State Community Loan Fund are working together to provide safe affordable housing opportunities in rural areas of Delaware. First State Community Loan Fund helped organize the partnership that provides over $3 million dollars in low interest loans to Delaware rural residents. Financing for the homes is provided by Rural Development and Discover Bank while First State Community Action Agency helps the family complete their loan application and provides financial counseling on the responsibilities of becoming a homeowner. No down payment is required to participate in any of USDA Rural Development's homeownership programs.

Rural Development State Director Marlene Elliott speaks with Natina and Tykia Bright, who just celebrated one year in their new homeStanding in front of a 3 bedroom rancher with two baths, "I heard about the program from a friend," said Natina Bright, who just celebrated one year in her home. "The people at USDA were so helpful then and are helpful now." In recognition of National Homeownership Month and the one year anniversary of her home the Bright family was presented with the American flag.

Because of the Bush Administration's commitment to minority homeownership, Rural Development has doubled the amount of homeownership dollars available this year compared to the previous year. The President is committed to closing the gap between homeownership rates of minorities and nonminorities by helping 5.5 million minorities obtain their own homes by the end of the decade. USDA Rural Development can help people buy, build, rent or repair a home in areas with a population of 10,000 people or less. Last year in Delaware, Rural Development helped 154 families become homeowners of which 36 percent were minority.
