Success Stories: RD Congratulates Cumberland County Resident Homeownership

Group photo with symbolic keyMs. Frankie Davis currently receives 24-hour care from Hilltoppers, Inc. Hilltoppers, Inc. provides supported living services for those who qualify. She was living in a apartment but needed residential living space that could meet her needs of handicap accessibility and provide sufficient area to accommodate her care givers.

The problem was her annual income did not provide enough repayment ability for a 502 direct loan thru Rural Development. Other leveraging sources were needed.

How Rural Development Helped:

In March 2005, Charles Watkins, Acting Executive Director of Creative Compassions, Inc. (CCI) initiated a bold endeavor to procure affordable housing for Ms. Davis utilizing as many resources as possible to complete the project. Founded in 1989 and acting under the umbrella of the Presbyterian Church, CCI's mission is Advocacy in Action for Affordable Housing and creating affordable housing for those less fortunate. Throughout the past year, Mr. Watkins has supervised the construction of this home by Jack Atkins of Premier Homes, Inc. and secured financing by the following:

$17,500 – Federal Home Loan Bank of Cincinnati through its member Bank, First National Bank of Tennessee (Welcome Home, American Dream Grant)

$2,500 – First National Bank Loan

$12,000 – Grant from CCI thru the Housing Assistance Council of Washington D.C.

$63,390 – RD Loan (click here to learn more about this and other programs)

$5,000 – THDA (ADDI Grant)

Crossville Housing Authority – Section 8 Voucher for payment assistance

The Results:

By various agencies leveraging resources, Ms. Davis was able to secure her own home that will meet her present and future needs. The grant assistance lowered her required principal and interest payment to a reasonable level based on her income.
