Outline of Need:
The Administrator of the Uintah Basin Medical Center in Roosevelt, Utah came to USDA Rural Development -- with strong support and commitment from the community -- asking for assistance to expand the Medical Center. An expansion was needed since the hospital was operating at over 100 percent of its capacity, but also wanted to recruit 10 new specialized physicians and support personnel to enable community residents to seek specialized care locally rather than traveling 150 miles to Salt Lake City. Planned improvements were essential to the continued medical sustainability of this community.
In addition to serving residents of Uintah Basin, the Medical Center also serves the Uintah-Ouray Indian Reservation, Uintah River Champion Community and Ballard (an RCAP community.) The facility ranks exceptionally well as a rural hospital. Due to its age and the ability of this hospital to adapt to rapid changes and medical technology, it is a model consistently used by other hospitals in rural Utah.
How Rural Development Helped:
The hospital qualified for a Rural Development direct loan of $1,000,000 and a Rural Development guaranteed loan on an RCAC loan of $500,000 through the Community Facilities Program. The Rural Development funds were combined with a $2,400,000 HUD/CDBG loan, for a total funding package of $4,740,000.
The Result:
The hospital constructed a two-story 29,000 square foot medical office/general services building to provide for 18 medical offices, outpatient pharmacy, and storage area for medical records, and a connecting hallway, corridor, waiting/admitting area of 4,523 square feet. Construction also included 114 new parking spaces. The improvements enhanced both the functionality and appearance of this facility.
This addition created 32 new jobs to support 8 additional physicians.
