DIRECT SINGLE FAMILY HOUSING LOANS AND GRANTS FIELD OFFICE HANDBOOK.  This Handbook is partially revised.  Specific revisions include:

Chapter 8:

Paragraph 8.5 and 8.6 C., to clarify that Loan Closing Documents may be sent via e-mail to the Closing Agent/Attorney if the e-mail attachment is encrypted with a security password to protect the applicant/borrower’s “sensitive” information which includes the social security number, address, date of birth, etc;

Chapter 9:

Attachments 9-A and 9-B, to provide directions to the pdf copies on the Intranet.

Appendix 3:

Handbook Letters 2 and 11 (3550), to add language giving notice to applicants that Rural Development requires first-time homebuyers to provide documentation of completion of acceptable homeownership education prior to closing on a loan.  Documentation must be in the form of a certificate of completion or a letter from a provider of the homeownership education.

NOTICE OF LOAN CLOSING revised 07-07.  Prescribed in RD Instruction 1927-B and RD Handbooks 3550.  The Form and FMI are revised to add language that states a certificate or letter from a provider of completion of homeownership education is a condition of loan closing.  Supplies dated prior to the revision date will be disposed of or recycled.  This Form and FMI are available on the Rural Development Instructions home page (http://www.rurdev.usda.gov/regs/).  No paper copy distribution of this form will be made, and it will not be stocked in the warehouse.

ENVIRONMENTAL JUSTICE (EJ) AND CIVIL RIGHTS IMPACT ANALYSIS CERTIFICATION revised 07-07.  Prescribed in RD Instructions 1940-G and 2006-P.  The Form and FMI are revised to accurately reflect and include the identification and analysis of environmental impacts resulting from an applicant’s proposal that may cause a disproportionate environmental effect resulting from air emissions; degradation of water quality, noise, aesthetics, odor, and transportation/circulation patterns; or other adverse physical and socioeconomic impacts of a Applicant’s proposal on low income and minority populations.  Environmental Justice must be considered in an Agency’s National Environmental Policy Act (NEPA) review in accordance with Executive Order 12898.  Supplies dated prior to the revision date will be disposed of or recycled.  This Form and FMI are available on the Rural Development Instructions home page (http://www.rurdev.usda.gov/regs/).  No paper copy distribution of this form will be made, and it will not be stocked in the warehouse.
